MALAYSIAN TEACHERS’ STANDARDS BY TEACHER EDUCATION DIVISION MINISTRY OF EDUCATION

The Teacher Education Division (TED), of The Ministry of Education, Malaysia (MOE) is the main provider of teacher education in Malaysia. TED together with the Institutes of Teacher Education (ITE) and the Public Institutes of Higher Education (PIHE) are given the responsibility to plan and implement teacher training to fulfill the need for teachers in schools nationwide.

To ensure the development of high quality teachers, 3 main aspects are emphasized; the practice of the values of the teaching profession, knowledge and understanding, and teaching and learning skills.

The Ministry of Education Malaysia has taken proactive steps to develop The Malaysian Teachers’ Standards as a guide and reference for all teachers, teacher educators, administrators and managers, as well as teachers training institutions and agencies in Malaysia.

Purpose to identify the level of the teachers’ professional competence; to identify the level of readiness and the implementation of training needs; to identify the policies and development strategies for teacher education.

The Practice of the Values of the Teaching Profession

personal domain - belief in God, honesty, sincerity, knowledge, kindness, patience, tact, fairness, caring, perseverance, competitiveness, being tough, alertness, being active and healthy, possessing interpersonal and intrapersonal skills, a volunteering spirit and efficiency. professional domain - love for the profession, being smart, integrity, being an example to others, practising teamwork. being proactive, creative and innovative. social domain - being in harmony, developing social skills, having a community spirit, patriotism and love for the environment.

Knowledge and Understanding

Teacher should possess: - philosophy, goals, curriculum and co-curriculum objectives, learning outcomes, and teaching and learning needs for the subject taught - Content of the subject taught. - Information and Communication Technology (ICT), - media and education resources in the implementation of the curriculum and co-curriculum. - Strategies to create a conducive learning environment. - methods of assessment and evaluation, and action research to improve the practice of teaching and learning. - Student potential and the ways to develop it in a holistic and integrated manner.

Teaching and Learning Skills

The skills for implementing teaching and learning using various approaches, methods and techniques and integrating thinking skills, creative and innovative skills, learning skills, information and communication technology skills, facilitation skills and skills for assessment and evaluation

Requirements To support and help teachers achieve the expected competency in the practice of the values of the teaching profession, knowledge and understanding, and teaching and learning skills, ITE and agencies should prepare and implement the following.

Requirement 1: Qualifications and Procedures for the Intake into Teacher Training Programmes To ensure that only eligible applications offered teacher training program

Requirement 2: Training, Testing, Evaluation and Assessment Requirements for training, testing, evaluation and assessment: = Training curriculum = Adequate, competent and qualified human resource = Planned programme for the teacher trainees to acquire knowledge and experience in schools = Teaching and Learning Resources = Testing, evaluation and assessment based on examination regulations and criteria that are currently in force

Requirement 3: Collaboration Create alliances with various parties for improvement: 1. Schools 2. Local and higher learning institutions 3. Non-governmental, associations, uniformed units etc

Requirement 4: Infrastructure and Infostructure To support the implementation of effective teaching and learning, agencies and training institutions should provide: appropriate physical facilities integrated network infostructure

Requirement 5: Quality Assurances Monitoring, evaluation, and reporting should be made to ensure the quality of teachers training: quality assurance on the Standards quality assurance on requirements benchmarking teacher training code of quality assurance by Malaysian Qualifications Agency (MQA)
