Framework to Assess Freight Transportation Systems Type of Businesses, Number of Households Economic Structure Industry Logistics Patterns Traffic Flows Freight Infrastructure Organization and Public Policy Supply Chains, Distribution Networks Highways, Rail Lines, Ports, Access Roads Trucks, Planes, Rail Cars Ownership, Regulation, Pricing Type of Businesses, Number of Employees Source: Cambridge Systematics, Inc.

Purpose: To achieve this purpose, the freight plan will: a.Establish a process for identifying, prioritizing and facilitating investments in Oregons highway, rail, marine, air and pipeline transport infrastructure in furtherance of a safe, seamless multimodal and interconnected freight system. b.Identify institutional and organizational barriers to an efficient and effective freight transportation system in Oregon and develop prioritized strategies for overcoming these barriers. c.Interpret OTP goals and policies related to the development of the freight system. Improve freight connections to local, state, regional, national and global markets to increase trade-related jobs and income for Oregon workers and businesses.
