Aims, objectives, partners To review shelter response programmes of CA and HFH. Provide evidence of success, failures, and lessons from shelter projects. Commission of 3 research projects: Arup ID: Haiti, The Philippines SaferWorld Communications: India, Bangladesh HFHI: Indonesia.

Research Framework 1.Relevance: was the project in line with local needs and priorities (as well as donor policy) at the time of implementation? 2.Appropriateness: was the project tailored to local needs, increasing ownership, accountability and cost-effectiveness accordingly? 3.Economy: did the organisation or its partners buy inputs of the appropriate quality at the right price from the right place? 4.Efficiency: how well were inputs converted into outputs? 5.Effectiveness: how well are the outputs from an intervention achieving the desired outcomes on poverty reduction? 6.Integration: did the project take a holistic, integrated approach to solving the interconnected problems faced by communities? 7.Impact: what were the short- and long-term impacts of the project – social, economic, technical, and environmental – on individuals, gender- and age- groups, communities and institutions?
