Deciding to Build a Green Trail Policy Background Citizens want a trail for Bike and Ped Safety Parks and Corrections own the land Segment is short and is a vital connection for the East Metro trail system.

Waste Shingles as a Resource Shingles are 15.2% of Construction and Demolition Waste (2006) 300,000 Tons of Roofing Waste per Year 20% of Demolition Landfill Space. (2004) 91% of Residential Roofing Waste is Asphalt Shingles

Collaboration for Results Recognizing the role that everyone plays Public health has the material Public Works has a potential market Parks has a project to help demonstrate the use of post consumer tear off shingles.

Project Overview Project Consisted of Utilizing Recycled Products –Tear Off Shingles in Bituminous Mix –Recycled Plastics in Retaining Wall –Recycled Plastic/Rubber Pavers –Class 7 Aggregate (gravel) base –Reuse of sand in Rain Gardens –Benches have recycled plastics –Utilizing natural soil erosion material –HDPE Pipe –Natural Products

Bituminous Pavement Design Project was State Aid approved Mn/DOT Engineered HMA Spec. –Early involvement of Mn/DOT –County required 5% tear off shingles! –Option to have RAP –Utilized type PG virgin asphalt binder oil –Minimum of 70% virgin asphalt binder in mix

LAT Project RAS Spec –Shingles shall be ½-inch minus –Free of nails, other metal, plastic, wood, glass, other debris (less than 0.5 percent) –County to approved plans for: Where to source the tear-off shingles supplies How debris will be sorted out from shingles

LAT Project RAS Spec (continued) –Suppilers written certification that the shingles are in compliance –County and Mn/DOT staff shall inspect recycling operations –Samples of final RAS product shall be provided to County and Mn/DOT

Source of Sorted Shingles 75% sorted on site at the roofing job –J Zac, Inc. roofing company –Hauled by Veit –Minor contamination 25% supplied from transfer station –Veit Industries –Minimal contamination

Omanns Grinding Process: Phase I Ground to 8 minus Removed 95% of nails Removed most of the remaining contamination

Omanns Grinding Process: Phases II and III Removed remaining nails Removed all metallic material Ground shingles to a very fine consistency 7/16 – inch minus Provided very clean product to Midwest Asphalt

Utilized oil in shingles as partial replacement of virgin asphalt oil Used recycled shingles at 5% in place of recycled asphalt pavement (RAP) Bituminous Supplier & Installer: Midwest Asphalt

Project Notes Normal request for bids –Multiple bidders Supports MN/DOT tear-off research Technical feasibility not economic costs and benefits –Savings on asphalt binder
