Flat Revenue Construction Cost Fewer Road Miles Less New Construction Funding Crisis – As construction and material cost continue to rise, revenue from fuel taxes remains flat. This fact creates a situation in which fewer miles of road can be paved per year and less new construction can be expected. Both areas are important. New construction is needed to alleviate congestion and provide opportunity for economic development. Require Air Temperature To Be At Least 50F And Rising Before Placing Wearing Surface Mixes Containing RAS. Prohibit Ground Blending Of RAS At HMA Plant. Require RAS To Be Metered In At HMA Plant.
