What’s the name of this flag?

When the flag is displayed on a flag pole, it should Be raised quickly and lowered slowly. It should never touch the ground To display the flag horizontally, the blue square must be on the upper left side from the viewer’s point of view. To display the flag vertically, the blue square must be on the upper left side from the viewer’s point of view.

When the flag is displayed at half-staff it must first Be raised quickly to the top and then slowly lowered To the halfway mark. At the end of the day it must be raised all the way to the top of the staff and then lowered slowly
