Foressight vs. Strategic Foresight Change of paradigm – Foresight – Acting in the presence in a wise and context-sensitive manner. Strategic – Experience, events, ideas, forces that significantly shapes one`s future character, trajectory and context. Strategic Foresight: A meta-conscious and self critically aware practice that intentionally seeks to shape one`s character, trajectory in history and context in positive manner.

Foressight vs. Strategic Foresight

Foresight – change of paradigm – Consultations vs Engagement. ConsultationEngagement Participants – «Advocates» Objectives – Hear the voice of many interests Activity - make representation Approach – Positional Process – predetermined by decision maker Relationship – Does not require agreement Negotiation – Implicit Outcomes – «Many inputs» to a decision by decision makers Participants – Decision –makers in the process Objectives – Search for a single voice Activity – Find trade-offs Approach – Interest based Process – participant designed Relationship – Includes / information sharing and consultation Negotiation – Explicit Outcomes – «One input», One recommendation by many to decision maker

Designing your future In the moment you think about your future - you changes it. Images, ideas and inclinations we do not know we have…. have us. We cannot solve problems with the same level of thinking at wich we created them (Albert Einstein) Projecting future Change thought patterns – you rearrange physical world Collecting data from physical reality Putting together multiple levels of reality (reality is multiverse) Think - Are there other way we could do things Return with actions what can change future reality

Foresight – 10 guiding principles Principle 1 – Purpose driven People need a reason to participate in process. Principle 2 – Inclusive not Exclusive All parties with a significant interest in the issue should be involved in the consensus process. Principle 3 - Voluntary participation The parties who are affected or interested participate voluntary. Principle 4 – Self Design The parties help to design the process. Principle 5- Flexibility Flexibility should be designed in to the process.

Foresight – 10 guiding principles Principle 6 – Equal opportunities All parties must have access to relevant information and the opportunity to participate effectively through the process. Principle 7 – Respect to diverse interests Acceptance of the diverse values, interests, and knowledge of the parties involved in the process is essential. Principle 8 – Accountability – The parties are accountable both to their constituencies and the process. Principle 9 – Time limits Realistic deadline are necessary throughout the process. Principle 10 – Implementation Commitment to implementation and effective monitoring are essential parts of any outcome.

FOTONIKA LV One of the goals set in the project FOTONIKA LV is: «Contribution to policy development by conducting 3 strategy planning workshops including technology foresight exercises for national and regional scale developments in photonics fields resulting roadmaps policy advice documents for decision makers, governments and National Photonics Strategy Group.»

Fotonika LV - 1st regional foresight workshop The 1st regional workshop “Photonics, Quantum Sciences and technologies in Baltic countries, the 1st regional workshop on strategy planning and technology foresight” was organized in October 9-11, 2013 with Dr. Kerstin Cuhls support from Fraunhofer Institute for Systems and Innovation Research science.

1st regional foresight workshop FOTONIKA LV Goals of the seminar were: To introduce FOTONIKA LV community, photonic industry representatives and governmental institutions representatives with essence of the foresight and its potential in future planning; To define existing situation main problems for Photonic industry; Make road mapping exercise for one of photonic sub-sectors. Planned outcomes of the seminar were: Photonic community introduced with Foresight mains principles; Listed photonic sector problems and challenges; Listed sectors where photonics is part of the industry; Define sector with the largest Photonic usability and created 1st draft of science and technology roadmap for Photonic opportunities.

Planning next foresight workshops in FOTONIKA LV Following stages are crucial for future foresight sessions organization. 1) Planning phase: Identify context and problems; Purpose and desired outcomes; Situation analysis and stakeholder analysis; Elaborate plan for achieving purpose and outcomes, develop a format of the seminar (different types of social communication formats can be used to contact stakeholders); Ensure public participation, it is needed common understanding of challenge and problem for with public participation in desirable; Ensure information circulation and plan for public engagement. 2) Participation phase could be divided in to more stages and variety of participation methods can be used. 3) Compilation of results, spreading through participants.
