TECHNICAL SPECIFICATIONS For digital videotape submitted for TV commercials (Oct. 2007) 1. Deadline All commercials must be submitted four (4) workingdays prior to the first showing. TV 2 AS (Oslo) must receive the film before 2 pm on a working day for it to be considered as delivered on the day in question. This means that films delivered to TV 2 AS on a Monday before 2 pm can be aired the following Friday. It is essential that the deadline is observed if the commercial is to be aired at the proper time. 2. Quality Commercials shown on TV 2 must be of the same quality as other programmes, thus the same standards of technical quality must be maintained. Commercials which in the opinion of TV 2 do not satisfy these requirements may be denied airing. Reasons for refusing to air a commercial may include:  Poor audio and/or video quality.  Imperfect synchronisation between audio and video.  Abrupt termination of audio and/or video.  Speech and text which is hard to understand.  Specifications not observed (e.g. video or audio levels). 3. Length TV commercial spots of 10, 15, 20, 25, 30, 35, 40, 45, 50, 55 and 60 seconds are standard. Other lengths, including split spots, require prior acceptance by TV 2. If a film exceeds a standard length (e.g. 31 seconds), it will be invoiced according to the next standard length (35 seconds). 4. Tape format Commercials must be submitted in Digital Betacam, on small cassettes. Aspect Ratio 16:9 fullframe. Several commercials may be submitted on one cassette, in this case each commercial must start on the next whole minute (e.g. TC 00:03:00:00) following a minimum of 10 seconds black screen and silence. 5. Reference signal Tapes must start with a 90- second colour bar 100 per cent white, 75 per cent chroma, with an accompanying test signal of 1 kHz, =0 dBu = - 18 dBFS = 6 dB under full output level. Output levels must not exceed +6 dBu (- 12 dBFS). If the dynamic range is substantially restricted, e.g because a compressor has been used, levels must not exceed +3 dBu (-15 dBFS). 6. Start signal Minimum 10 seconds black screen (no audio), preferably with 7-second clock and without time code break on transition to the commercial itself. The three last seconds must be black (without clock). 7. Sound registration Soundtracks 1 and 2 must be able to be used for transmission. Sound recordings must be mono- and stereocompatible. If possible, TV 2 will check the technical quality of commercials and notify the advertiser of any flaws. The production company is responsible for rectifying any technical flaws pointed out by TV 2. TV 2 is not liable for any flaws not discovered during technical quality control. 8. Time code The time code tracks (LTC and VITC) must be provided with the same uninterrupted continuous- time code in accordance with the EBU standard. The commercial may start at time code 00:02:00:00. After the commercial there must be one minute of black screen with no audio. The length must be exact, and after the accurately stated finishing time the cassette must be black and silent. 9. Aspect Ratio 16:9 Commercials are transmitted as 16:9 fullframe. Use identification number assigned by Nielsen Norge A/S. 10. Submission Commercials must be submitted on Digital Betacam. All cassettes must be submitted with the recording lock activated. 11. Labelling On submission of tapes to TV 2 a recording report containing all the technical specifications for the contents of the tape must be appended. Cassettes and boxes must be labelled with the following information:  Identification number assigned by Nielsen Norge A/S Tel.:  Title of commercial  Net length in seconds and frames  Time code in  Time code out  Name of product/service being advertised  Name of person to contact should the commercial have any flaws. 12.
