Presentation transcript:

The UK Electronic Libraries Programme (eLib) demonstrated the feasibility of creating a community trusted by publishers and others to manage rights issues. HERON has been established to take this work forward and to provide a service for all UK Higher Education establishments. There will be a resource bank of copyright-cleared materials available for use. HERON, a partnership of HE institutions and Blackwell’s, will manage this and provide fair returns to rightsholders. It will provide benefits for students, HE, publishers, authors and bookstores HERON: Electronic Delivery of Course Materials

12 INFORMATION SERVICES HERON H I G H E R E D U C A T I O N R E S O U R C E S O N - D E M A N D NAPIER Today’s students Dispersed  Many campuses  At home Poor  Changing funding basis They need readily available, tailored learning materials

12 INFORMATION SERVICES HERON H I G H E R E D U C A T I O N R E S O U R C E S O N - D E M A N D NAPIER Library and Faculty response Reserve and short loan collections Increase in photocopying Faculty still expect paper-based materials None of this helps poverty or dispersion

12 INFORMATION SERVICES HERON H I G H E R E D U C A T I O N R E S O U R C E S O N - D E M A N D NAPIER Why On-Demand and E- Reserve? Offering students convenient access:  via paper course packs  via online delivery Allowing librarians to shift scarce resources from inflexible and inadequate traditional methods Enabling academic staff to tailor course packs & assigned reading

12 INFORMATION SERVICES HERON H I G H E R E D U C A T I O N R E S O U R C E S O N - D E M A N D NAPIER What’s happening with Electronic Reserve in the UK? For example  SCOPE tested on-demand course packs & e-reserve in Scotland  Phoenix tested on-demand course pack in London & Huddersfield  ACORN tested e-reserve for copyright cleared e-text periodicals  Subject specific projects testing demand for course packs and electronic collection access in business, psychology, sociology etc.  HERON ( Aug98-Aug01) tests the commercial viability of course pack and electronic reserve service to UK HEIs

12 INFORMATION SERVICES HERON H I G H E R E D U C A T I O N R E S O U R C E S O N - D E M A N D NAPIER What we have learned It’s feasible (on a small scale) Possible to work with rightsholders UK HE is a responsible community Time for a larger scale activity..... HERON

12 INFORMATION SERVICES HERON H I G H E R E D U C A T I O N R E S O U R C E S O N - D E M A N D NAPIER Who are the Project Partners? University of Stirling (ex-SCOPE) 12 Blackwell's (Bookshops and Information Services) South Bank University (ex-PHOENIX) Napier University, Edinburgh

12 INFORMATION SERVICES HERON H I G H E R E D U C A T I O N R E S O U R C E S O N - D E M A N D NAPIER Aims of the Project Improve quality of learning through widening access to course materials Remove blockages in copyright clearance Determine appropriate fees & conditions for electronic access to course materials Offer opportunities for UK HEIs to market their own learning resources

12 INFORMATION SERVICES HERON H I G H E R E D U C A T I O N R E S O U R C E S O N - D E M A N D NAPIER Necessary Conditions for Successful On-demand & E- Reserve Streamlined copyright clearance Reduced or shared costs of digitization Critical mass of high-demand quality electronic texts Integration of OD/ER into teaching Appropriate institutional support / IT infrastructure

12 INFORMATION SERVICES HERON H I G H E R E D U C A T I O N R E S O U R C E S O N - D E M A N D NAPIER Critical Mass Resource bank: commercially published retrodigitised and electronic text (including eLib materials; HE texts) Database: Bibliographic, keyword, TOCs, DOls, IMS - compliant Gateway: rights clearance and digitization service, links to other resource banks Advisory service: training & set-up Closed subscriber group: UK HEIs

12 INFORMATION SERVICES HERON H I G H E R E D U C A T I O N R E S O U R C E S O N - D E M A N D NAPIER Culture Change Current demand is for documents originally published on paper How far off is primary dependence on electronic publication? Will there be a shared corpus of quality controlled materials? HERON will move in this direction
