2 Institut für Sportwissenschaft Prof. Dr. Udo Hanke Swiss Center of Accreditation and Quality Assurance in Higher Education (OAQ) The Swiss Center of Accreditation and Quality Assurance in Higher Education (OAQ) assures and promotes the quality of teaching and research at universities in Switzerland. It is independent, uses internationally recognized methods and is able to draw upon the knowledge and experience of leading experts. The OAQ develops guidelines and quality standards, conducts accreditation and evaluation procedures and has an international commitment. It acknowledges the autonomy of the universities, perceives its role as an external partner for quality assurance and development and provides a range of supporting services.

3 Institut für Sportwissenschaft Prof. Dr. Udo Hanke ENQA confirms full membership status of OAQ The Board of the European Association for Quality Assurance in Higher Education (ENQA) confirmed the full membership status of OAQ at its meeting in October 2011.ENQA The confirmation of the full membership recognizes that OAQ successfully underwent an external review and complies with the European Standards and Guidelines for quality assurance in higher education. 4 Institut für Sportwissenschaft Prof. Dr. Udo Hanke The evaluation of continuing education programs in Switzerland is a voluntary process, the primary purpose being to reflect on the function of processes and outcomes (internal self-evaluation) and to benefit from a constructive peer review (external evaluation). The procedure contributes to an improvement in the quality of the program and to the development of an institutional culture of quality, and results in the delivery of the OAQ quality label. In the absence of specific federal legislation, OAQ has developed a set of quality standards for the evaluation of continuing education programs at public and private universities of applied sciences (UAS), leading to qualifications such as Master of Advanced Studies (MAS) and Executive Master in Business Administration (EMBA).

7 Institut für Sportwissenschaft Prof. Dr. Udo Hanke 1.Presentation of the institution to be evaluated based on an extensive internal self-evaluation report following the guidelines of OAQ Self- and Expert-group evaluation is structured into 6 areas: Area 1: Implementation and training objectives ( target groups, entrance requirements, international acceptance, equal rights, manageability of study program) Area 2: Internal structure and quality management (Decision-making processes, competencies and responsibilities are clear and properly implemented.) Area 3: Studies ( Study program, number of modules, credit points, work-load, exams) Area 4: Teaching staff (number of teaching staff, scientific and didactic qualification of staff, gender aspects) Area 5: Student body (entrance and graduation requirements, student mobility, counseling by faculty members) Area 6: Material and spatial resources ( Premises, sport facilities, library, communication infrastructure, research equipment)

9 Institut für Sportwissenschaft Prof. Dr. Udo Hanke 4.Writing the experts‘ report Each evaluation area has a varying number of “Standards” which have to be met/fulfilled by the university. Expert group members have to describe the standards and present an analysis based on written self- evaluation statements of the institution and interviews during the on-site evaluation. This analysis is channeled into one of the following three final statements: Fulfilled / partly fulfilled / not fulfilled. Experts give recommendations for the revision of standards including time allowance until when the revisions have to be completed.
