Alliance Partnership Successes Over 3,000,000 people are informally educated through Coastal Ecosystem Learning Centers Gulf-wide Established Regional Online Digital Library (USGS NRWC) Earth Gauge developed over 500 messages about the Gulf Coast Northern Gulf Institute developed and launched GOMA Environmental Education Network web presence The reliability and comparability of environmental data is being evaluated and improved through a series of round-robin studies New remote sensing capabilities for detecting and responding to Harmful Algal Blooms Deployed. Alliance Partnership Successes Coastal Ecosystem Learning Centers (CELCs) have been established in each of the five Gulf States and Veracruz, Mexico; A Regional Sediment Management Master Plan has been drafted that will provide a framework for better management of Gulf sediment resources facilitating a reduction in coastal erosion and storm damages, as well as the restoration of coastal habitats; Bi-national workshops designed to standardize harmful algal bloom identification and field sampling methods were conducted in Texas, Florida, and Mexico; An ecosystem data portal has been established that will be used by resource managers to evaluate habitat extent and changes over time; and A regional Nutrient Criteria Research Framework was developed that has led to a better understanding of nutrient impacts to Gulf ecosystems, as well as a coordinated approach to managing them. OPPORTUNITIES (Cont) Simply increasing federal budget lines will not ensure improved agency performance, higher ecosystem function, or more sustainable forms of economic development. Increased investments in ocean activities must be pursued in parallel with increased coordination of effort between federal agencies and the regional partnerships to reduce duplication of effort, leverage resources, and tighten the focus of funding on activities that directly implement priority actions.

AN EXAMPLE LA & MS each committed $1 million toward reducing nutrient input into the MS River USDA followed w $80 million/yr for 4 years EPA followed w $15 million in 2011 DOI/MMS expected to follow USACOE, USDWF, others???

GOMA & MSCIP Mobile District COE engaged MS at start of MSCIP process Mississippi at the table throughout development of MSCIP 15 interim projects (underway), funded at $105 million at full federal expense 20 comprehensive plan projects, projected cost $1.2 billion, $439 million provided to date again at full federal expense

GOMA & MSCIP (Cont) MSCIP focused on (1) hurricane and storm damage reduction, (2) reduced salt water intrusion, (3) reduced shoreline erosion, (4) fish and wildlife preservation, and (5) other water related resource projects Will achieve (1) 1280 sq. mi. aquatic restoration, (2) 22 mcy increased sediment budget, (3) risk reduction to 58,000 parcels, and (4) 30,000 acres coastal habitat restoration

GOMA & MSCIP (Cont.) Direct linkages (intentionally) to GOMA objectives of better water quality, habitat conservation and preservation, coastal community resiliency, education MSCIP is an example of how federal agencies and states/regions can and should work hand-in-hand to develop comprehensive, aggressive plans Should be the national model for how Corps does business
