Technical Guidance Committees Composed of DEP Staff and outside Stakeholders Evaluate Tech Rule requirements Move prescriptive requirements (how to) from Tech Rules to Tech Guidance Coordinate with Tech Rule Committee Develop training on Guidance doc. Responsibilities 15

Rules vs. Guidance Rules (Tech Regs 7:26E) “What” must be accomplished Will include performance objectives, timeframes and standards Guidance “How” to meet regulatory requirements Scientifically based, technical approaches Outlines DEP acceptable methods/approaches

Why Stakeholder Input? SRRA requires the Department to involve stakeholders N.J.S.A. 58:10C -14c(3) But its more than that... Provides forum for collaboration Creates a process for consensus building Provides more balance to guidance documents Improved working relationships Review process: improved document quality Info exchange – training development A word about tech guidance committees Members were selected to create a balance of technical expertise, regulatory knowledge and practical application. Chaired by a DEP representative and a rep from the DEP Technical Guidance Oversight Team was assigned to each Committee to Monitor progress Each guidance doc is based on a great deal of thought and effort and represents a balanced consensus of thoughts and perspectives that would not necessarily be possible if NJDEP worked alone on the documents. Review period for draft doc is 6 weeks - allowed feedback from a much broader audience - Including external stakeholders, DEP management and staff. SRRA Steering Committee
