Post Construction Stakeholder Involvement Charles Brown Town of Cary

Issues to Address Who are the stakeholders Why the need for continuous stakeholder involvement Construction to Post Construction Process (Program Background) Post Construction the Final Product Long Term Maintenance

Post Construction Stakeholders Designers (PE, RLA, etc.) of SCM - Design - Certification: Initial and Annually -Modification HOA/Developer -O&M of SCM in perpetuity SCM Contractors -Monthly/Quarterly/Annual O&M -Annually Certification if qualified Town of Cary -Compliance -Technical Assistance

Answer why do we have SCM’s in the first place Construction to Post Construction – When to convert Finalizing - SCM and associated paperwork Letters for Final Compliance Transfer from Developer to Owner (HOA, Association, etc.) Stakeholder Issues

Inspection Requirements – Forms and who performs them Operation and Maintenance Manuals (what applies) Repairs and/or changes made to SCM that affect performance and Town not notified What is considered compliant vs non-compliant Common issues with maintenance

Construction to Post Construction  Program Background  Construction to Post Construction -S&EC Device to SCM Device Timing of Conversion Timing from Developer to Owner

Initial Construction  Plan Review  Pre-Construction  Grading Permit  Certificate of Compliance  Inspections/Enforcement

SCM ACKNOWLEDGEMENT

Stormwater Infrastructure Policy § 8.1.4Cary Land Development Ordinance (C)Storm Drainage (d)The Town shall neither have nor accept any responsibility to maintain any storm drainage structures, except for those lying within a Town Right-of-Way or traversing Town-owned property. -Glad to provide technical assistance Right-of-WayTown-owned property

Conversion Issues  Ensuring the Site is built out – not just stable!  Proper removal and disposal of sediment  Ensuring proper volume  No impact to the outlet structure  Permanent stabilization

 Ensure compliance of all SCM’s (Private and Town owned)  Ensure property owners maintain legal responsibilities through the Land Development Ordinance (LDO)  Ensure function per O&M Manual: Town will follow-up on non compliant SCMs and require documentation of re-compliance  Track progress, deadlines, ownership information, photos, inspection reports, and site details Post Construction Program Goals

SCM Annual Inspection

Current Inspection Form

New For m

Site Specific based on date of approval Dictates maintenance in perpetuity

SCM’s Inspector Requirements  Professional Engineer  Registered Landscape Architect  Professional Land Surveyor  Also - the licensed professional (i.e., the inspector) is ‘strongly encouraged’ to successfully complete the NCSU BMP Maintenance Certification Course

SCM Maintenance  General maintenance should be done on a routine basis as outlined in the operations and maintenance manuals. They dictate the maintenance needed. BMP manual has and will change over time.  Work done out side of the scope of the maintenance manual needs to be approved by the Town before work is performed.  What is compliant vs non-compliant
