ACTIONS TAKEN BY MCAA TO IMPLEMENT ICAO LANGUAGE REQUIREMENTS IN ATS SYSTEM OF MONGOLIA 9TH MEETING OF THE COSCAP-NA STEERING COMMITTEE Seoul, ROK April 2009 PRESENTED BY MONGOLIA

COSCAP-NA 8th STEERING COMMITTEE MEETING INTRODUCTION Based on the proposals of the PRICE Study Group in 2003, ICAO published a comprehensive set of Aviation English SARPs that clearly specify language proficiency requirements for all pilots and controllers operating internationally. These identify the minimum skill level required for licensing of international pilots and controllers “ICAO Operational Level 4” and formalize testing requirements. Mongolian Civil Aviation Authority taking actions to meet ICAO language requirements for to meet the ICAO Resolution A36-11

COSCAP-NA 8th STEERING COMMITTEE MEETING In 2008: 1.Implementation plans for the language proficiency requirements for ATS personnel are developed and, a) a timeline for adoption of the language proficiency requirements are set and changes in related regulations /MCAR-172, MCAR-65/ are made; ACTIONS TAKEN IN 2008

COSCAP-NA 8th STEERING COMMITTEE MEETING ACTION TAKEN BY MONGOLIAN CAA In order that existing air traffic controller License-holders are given sufficient opportunity to demonstrate English language proficiency against the ICAO Scale before 5 March 2008, the CAA Mongolia intends that a process is introduced, in advance of this date, by which they are assessed for English language proficiency

COSCAP-NA 8th STEERING COMMITTEE MEETING Additional Requirements for the selection of students newcomers The CAA Mongolia made changes in the policy of selection criteria for the candidates to became ATCO. The main criteria are Ability English language knowledge Psychomotor, mental, and spatial skills Multi-tasking skills Situational awareness Work simulation Personality Attitude/Motivation

The main criteria are Ability English language knowledge  easily communicate in English  good pronunciation  vocabulary range and accuracy are usually sufficient to communicate effectively

COSCAP-NA 8th STEERING COMMITTEE MEETING English Training programme to upgrade operational ATCO’s The CAA Mongolia signed the training contract with following companies and training process in progress to improve ATCO’s with English language knowledge: ASTAS Co.Ltd “Rudloe College” Great Britain AES (Aviation English Services) New Zeland Hartford Institute Mongolia Santis educational center Mongolia Shark language education center Mongolia

COSCAP-NA 8th STEERING COMMITTEE MEETING Development of air navigation system To increase air space capacity within Mongolian FIR CAA Mongolia agreed with neighboring countries to open 4 new entry/exit points and route alignments concerned. On the north boundary of Mongolia the CAA Mongolia with Federal Aviation Agency of Russian Federation agreed to open new entry/exit points BAMUK, VAMOL and GINOM. All necessary procedures are agreed and signed the agreement for the entry/exit points BAMUK, VAMOL and GINOM route alignment concerned. On the South state boundary of Mongolia the CAA Mongolia with ATMB of CAAC agreed to open new entry/exit point NIXAL. SARUL All necessary procedure are agreed and signed the agreement for the entry/exit point NIXAL route alignment concerned. AIR SPACE MANAGEMENT

COSCAP-NA 8th STEERING COMMITTEE MEETING Development of air navigation system In accordance with expected grow of air traffic flow in the near future the CAA Mongolia has taking into account the policy of non conflicting flow management. For the implementation of non conflicting flow management CAA Mongolia represent own interest to ATMB of CAAC and State Unitary Enterprice of ATM Russian Federation at the ATC coordination meeting in Beijing and Irkutsk. All necessary AIRAC amendments were issued on time and NOTAMs are declared. FLOW MANAGEMENT

COSCAP-NA 8th STEERING COMMITTEE MEETING Development of air navigation system The needs of advanced ATS system were necessary for Mongolian FIR to increase capacity and quality of services is concurred due to actual and forecast air traffic movement grow. CAA of Mongolia in 2009 planning to install three MSSR along main air routes. In the meantime other types of surveillance equipment like ADS-B, Multilateration subject to our consideration. SURVEILLANCE

COSCAP-NA 8th STEERING COMMITTEE MEETING Development of air navigation system The CAA of Mongolia taking into account the development of ground based navigation equipment within Mongolian FIR. There is many project are included in the contingency plan of CAAM 10 NDB was installed In new DVOR/DME stations are planned to entry service To establish a DME network within main route the CAAM planning to install 12 more DME stations. NAVIGATION AIDS
