Option 2 Private Funding  €100m Long Term Loan  ( e.g. European Investment Bank)  Repayable by revenue From Ticket Sales  12,000 at €2 to €2.50 per Journey & Power Generation Source

Option 2 Private Funding  €100 million of Business Expansion type Scheme ( B.E.S)  Such as with Car Parks, hotels, nursing Homes, Private Hospitals etc

Option 3 Private & Public Funding  €100 million Bank Loan as in Option 2  €75 Million Government Grant  €25 Million share Capital From Major Utility or Other Company
