DANUBE INFORMATION SERVICES CONFERENCE DISC 2012 Vukovar / Croatia, 12th-13th December, 2012 Traffic Management System of vessels on the Canal Danube - Black Sea and Information on inland water transport Ro-RIS ACN

 General information  Services provided by Ro-RIS ACN  System architecture  Components of Ro-RIS ACN

Agreement developed with EU founds and implementing by UTI SYSTEMS The project is executed in the context of the national achieving Ro-RIS System that will cover Danube river, Canal Danube - Black Sea and the Romanian sector of the Black Sea.

General information (continuation) The system will be fully integrated on the national system Ro-RIS, structured like a regional system. Compared to others regional systems, the regional system Ro-RIS - ACN will have additional functions related to management of Canal Danube - Black Sea. Giurgiu

Canal Danube – Black Sea

Services provided by Ro-RIS ACN Information services about the waterways of the Danube - Black Sea Canal Planning trips Traffic Information Traffic Management Management of ports and terminals Fleet management and cargo Disaster Mitigation Lock Management Automatic Invoicing

System Architecture

The system is supported by implementing the following components: 1.Communication subsystem 2.IT infrastructure 3.Video Monitoring subsystem 4.Software applications

1. Communication subsystem The strength point of the Ro-RIS ACN System is the communications system which belongs to ACN and shows 5 levels of redundancy.

1.1 Radio Communications (Microlink) Subsystem

1.2 VHF Communication subsystem (VHF for VTS)

1.3 AIS Subsystem

1.4 Fiber Optic Infrastructure

2. IT Infrastructure All hardware equipment's serving one or more subsystems (servers, storage, racks, ups, workstations, printers etc.)

3. Video monitoring subsystem Consists of: - 21 PTZ video cameras - Dedicated servers - Recorders - Video storage systems - Workstations - Basic video monitoring applications

4. Software applications  Desktop application for management of vessel traffic river ECDIS type  Electronic ship reporting  Lock management  Statistics vessel traffic Dangerous goods Support service to reduce the effects of calamities  CCTV

ECDIS–Tracking System traffic through AIS Provides an accurate and updated image regarding the ships location. Records the data in order to be displayed and analyzed. Displays the status of sea traffic on digital maps S52. It exchanges the data with other information systems in RO-RIS ACN Monitors compliance of traffic rules and alerts unauthorized situations.

Lockage management Traffic queues management. Lockage planning (ETA operation; Suggesting lockage plan) - I ntegrated with AIS and ERI - I t receives data about voyages - Makes automatic course lockage - It follows the priority rules based on cargo (freight) or type of vessels - Exclusion rules that the operators have in their plannings - Integrate the water level system

Monitoring ships that carry dangerous goods  A lerting traffic supervisors  Proper data management about dangerous cargo  Integrating data base IMDG  Planning the situations when there are incidents  Observing the course of situations and collaboration with dispetchers in this period  Alerting the local authorities  S imulation frame and supervisors’ training for projection of case studies and operating on these with proper tools.

The main service for reducing the effects of disasters It represents the incidents sheet. I t takes data from the other systems to offer a proper image particularly about the sizes and risks. Observing the course of activities and assures the electronic alert.
