Workshop on Mobility Plans Torino experience & lessons learnt EMTA General Meeting Valencia 27th-28th April 2009

2 Previous events  Agenzia is living its chidhood, It started its planning activities in late  Previously Regional, Provincial and Municipal planning activities overlapped in the metropolitan area.  Region, Province and City of Torino agreed to transfer to Agenzia their competences in PT matter, except metro service. Agenzia took over funding, programming, administration & control of PT (local railway connections, shortest inter-urban bus lines, urban/suburban tram and bus services). Planning competences were also formally transferred.  Nevertheless Region, Province and City planning offices and stuctures remained more o less unchanged after establishment of Agenzia.  Planning peculiar skills in PT domain, were in PT main operators’ hands, supporting local authorities. Although few people migrated into Agenzia, planning structures in PT companies remained, with few changes.

3 Agenzia was established as a “mobility” one. By Statute Agenzia has to write two fundamental documents  The Mobility Plan of Metropolitan area (not only Public Transport Plan).  The 3-years Plan for Public Transport.  The yearly Strategic plan The Mobility Plan of Metropolitan area has not been formally written yet, but the 3-years Plans for Public Transports contain updated long term vision of PT system. 5 Main Difficulties On planning processus Main Cities and Mobility Authorities have to get used to work together in planning field. The Cities maintain their “urban” planning, involving TP aspects. Authority’s role is to provide an “overall” transport system planning in metropolitan area, comprehensive of “urban” transport planning. It is difficult to monitoring results of implementation of planning measure as Telematic Transport & Trafic Control Company is not properly “linked” with Mobility Authority. On plan sustainability Lack of funds makes it difficult to provide money to cover increased operating costs due to increased TP services as foreseen by plans. E.g. money has been found to build infrastructures in order to double railway capacity, but it is difficult to find money in order to increase the railway service.

6 Lessons learnt Transfer of competence needs also transfer of skills, instruments & expert people. Moving from “local” to “metropolitan integrated” vision is a slow processus, but the fact that Main Local Authorities are member of the same Mobility Authority is a big opportunity. The Agenzia of Torino has formed a Technical Board where the Technical Officer in charge of Transports of Region, Province and City of Torino can discuss with Officers of Agenzia on planning issues. In the other hand, small towns appreciate the Mobility Authority as a place were their voices can be heard. This is another big opportunity.
