Michael Nicholson Brussels 12 th June 2008 The Benefits of PSI Alliance Membership

The PSI Treasure The eager entrepreneur What is available? Reasonable Terms? Effective Appeal process? Fair competition? An under-exploited marketplace

The PSI Gate-keeper

The private sector view PSI Holders are threatening They are frequently sole suppliers of information which is crucial for a company’s survival They do not want to change (why should they?) The regulations can be opaque With whom can one discuss practical issues or share concerns? Complaining can be a lonely business How can a small company expose unfairness?

How can the PSI Alliance help? Members are no longer alone! Share knowledge Punch above their weight! Bring pressure to bear through a more neutral route Each member invests only a small amount –To help achieve change –To ensure these issues are given wide exposure –To ensure our national governments know this is an EU concern

PSI Alliance activities Establish an effective “association” with a clear manifesto Transfer of knowledge between members Focus on raising the issues at EU level But encourage and support national activities too Organise seminars, provide speakers, press relations Discuss with relevant organisations Start a dialogue with Politicians, the Commission other bodies

The PSI Alliance – Helping the EU knowledge economy develop Support good practice by PSI producers and help expose the consequences of bad practice To brief politicians at EU and member state level about the need to enforce existing policy or secure policy change To encourage constructive dialogue between the public and private sectors Specifically to reinforce efforts to strengthen the Directive for the Re- Use of PSI To secure a more dynamic, open and fairer market-place for PSI re- use
