Regulatory Requirements The Federal Aviation Administration (FAA) asks recipients of federal airport grants to periodically update their Airport Concession Disadvantaged Business Enterprise (ACDBE) Programs to comply with regulatory changes. SJC ‘s current ACDBE Program was last updated in Federal regulations (49 CFR Part 23) require recipients to submit to the FAA every three years a triennial plan for ACDBE participation in concessions. Separate goal-setting is required for rental car concessions and for all other concessions. ACDBE Participation Goals ACDBE Plan establishes overall race - neutral goals for ACDBE participation in the Airport’s concessions opportunities for fiscal years 2015 through Estimated ACDBE participation goal for car rental concessions is 3.46%. Estimated ACDBE participation goal for all other concessions is 10.57%. These goals will cover a three-year period as required by the Federal regulations.
