2 MAC’ s DISADVANTAGED BUSINESS ENTERPRISE (DBE) PROGRAM Minneapolis-St. Paul International Airport2 DBE Program attaches to all federal funded contracts through grant assurances. DBE companies are 51% owned by a woman or minority; independent, controlled by woman or minority, and is a small business. MAC certifies firms through a collaborative effort with the City of Mpls; Metropolitan Council and Minnesota Department of Transportation. Annual DBE goals are submitted and approved by the FAA. (DBE goals are set on individual contracts ranging from 2% - 15%)

3 DBE CONSTRUCTION GOAL / PARTICIPATION MAC established a 14% DBE goal for FY 2016. Factors used in determining the goal: CIP estimates Minnesota DBE Directory Census Data Federal Dollars Received Past Participation Project Scope of Work MAC achieved 12.5% DBE participation in FY 2015 in the areas of trucking, concrete, electrical, fencing and traffic control. 2015 DBE goal was 12%. 5 AIRPORT CONCESSIONS DISADVANTAGED BUSINESS ENTERPRISE (ACDBE) GOAL/PARTICIPATION Minneapolis-St. Paul International Airport5 MAC established an 16% ACDBE goal for FY 2016. Factors used in determining the goal: DBE Directory Census Data Discretionary economy increase (3%) Re-leasing program Capacity of current ACDBEs MAC achieved 14.0% ACDBE participation in FY 2015 from 30 subleases and 87 ACDBE Primes in the areas of electronics, coffee, food, news and gifts, shoe shine, and retail. 2015 ACDBE goal was 11%.

7 MAC’s TARGETED GROUP BUSINESS (TGB) PROGRAM Minneapolis-St. Paul International Airport7 The TGB Program attaches to all non-federally funded activities. Businesses have to be small (based on gross receipts) and Minnesota-based. The program has similar requirements as the DBE program with the exception it includes disabled-owned businesses. MAC establishes TGB goals in: Goods and Supplies Management Contracts Consulting Non-federal construction projects
