1.Background and objective GEO CB Strategy Priority Action: Engaging donors on Earth observation capacity building priorities Ex-CB-07-01a: Organise a Capacity Building Symposium The Seville Roadmap: Mobilizing resources for implementing GEOSS (CBC-5) OBJECTIVE: Develop and implement the Seville roadmap to engage Donors. The Seville roadmap aims to support the implementation of the GEO Capacity Building Strategy by positioning GEO as a coordinated resource mobilization mechanism and honest broker serving EO users and potential resource providers as a convenient gateway to the GEO community. 4.Extent of Participation/Recommendations for additional participants “The implementation of the Work Plan belongs to GEO members, the CBC and other Committees and the Secretariat. The roles will be defined in the Work Plan, although coordination from the Task Team will still be needed”. Nevertheless, contributors to the task are needed & welcome: This task needs a big number of contributors: the more ideas and inputs we have, the best!  Need of contributors from different SBA and regions.  No specific profile is needed, everyone is able to contribute.  Experience in mobilizing resources or to have contacts with donor community is desirable.  GEO National Groups could add value to CBC Member contribution. 5.Coordination points with other GEO work plan tasks CB 07-01c: elaboration of the Performance indicators for GEO’s resource mobilization. All Committees & Task Teams: Needed a better integrating resource mobilization and CB concerns into the work of all GEO Committees and Task teams. Search of pilot projects for funding. 6.Potential risks that may impede completion of task Small number of contributors: -Inadequate user/donor network -SBA and regional gaps -Incomplete information -Narrow overview of the task Lack of commitment on its implementation (all GEO members). 7. Potential Contributions to the CB portal /GEO Portal - Expected products  Marketing and communication kits.  Inventory of “Champions” for resource mobilization.  Inventory of conferences, workshops and other opportunities for making presentations on GEO to groups of donors.  Inventory of donors relevant to GEOSS.  Inventory of the resource-mobilization capacities and contacts of GEO Members.  Inventory of training opportunities for funding proposals.  Performance indicators for GEO’s resource mobilization (CB c). 8. Expected date of completion of task Some outcomes of the implementation of the Seville Roadmap could be presented in November 2008 (V Plenary), but engaging DONORS is a permanent task. Nevertheless, a constant review & update of outcomes is needed (list of donors, new projects, new training opportunities, etc) 9. Expectations of task lead from CBC I.Shared ownership of task in CBC. II.Assigned roles and responsibilities within CBC. III.Increase the number of task contributors. IV.Defined criteria for identifying pilot projects, identified champions, Developed communication kit V.Share national or international donor organizations contacts. CB-07-01a Task Report

MARKETING AND COMMUNICATION KIT Taking into account the elements defined in the Seville Work Plan, the kit could be: CONCEPT GEO folder marked “Resource mobilization information kit” with pockets that can be filled with appropriate mix of materials CONTENTS 1. A personalized letter crafted for each potential donor based on template 2. A GEO CB brochure (800 words with photos). 3. GEO Co-Chairs commentary 4. Selection of sheets from GEO information kit 5. Depending on donor, a relevant task sheet, press release, meeting report, etc.

Implementation of the Seville Roadmap: CBC brainstorming PILOT PROJECT Actions addressed: Clarify leads and a process for better integrating RM and CB concerns into the work of all GEO Committees and Task teams. Identify ways and means for integrating GEOSS into regional and national planning processes for sustainable development. Incorporate GEO CB and funding priorities into existing advocacy programmes. Some criteria for identifying projects for fast-track action with donors could be: 1. To achieve its goal, project needs improved access to EO (EO as means to an end) 2. Project will advance the value of GEOSS 3. Project supports the MDGs and national sustainable development plans 4. Project can demonstrate concrete results within three years 5. Project could appeal to multiple donors 6. Requested funding is in specified range (e.g. $1-10 million) 7. Project implemented by more than one GEO Member or Participating Organization 8. …..

Implementation of the Seville Roadmap: CBC brainstorming CHAMPIONS Some ideas: Different profiles according to the donor work field or SBA. Knowledge of donors and developing institutions preferable (goals, procedures, etc). Enough technical knowledge to give a good overview of GEO benefits, but with the added value of human relations skills. Suggestions: ….. CONFERENCES, WORKSHOPS & FORA Some ideas: The fora could be addressed to the donor community, but also to decision-makers, users, etc. The number of selected fora should be limited, and therefore the most effective ones should be chosen.
