1. Airport Layout Plan (ALP) Drawing Set Overview An ALP Drawing Set is a scaled drawing depicting existing and future facilities and property necessary for the operation & development of the airport. Significance of the ALP. The ALP is a key “communication” and “agreement” document between the airport owner and the FAA. It represents an understanding between the airport owner and the FAA regarding the current and future development and operation of the airport. Approval of the ALP is a Federal Action. Proposed development project must be depicted on an FAA Approved ALP in order to be eligible for Airport Improvement Program (AIP) Federal funding. ALP Drawing Typical Sheets.pptx

2. ALP Guidance United States Code (USC) 47107(a), requires, in part, a current ALP approved by both the sponsor and FAA prior to the approval of an airport development project. USC 47107(a)(16) requires that the airport sponsor maintain an ALP that ensures the safety, utility and efficiency of the airport. FAA Order 5100.38, Airport Improvement Program Handbook, provides supplemental guidance for the preparation of an ALP. Order 5100.38, states that an ALP remains current for a five-year period, or longer, unless major changes at the airport are made or planned. Grant Assurance No. 29, requires that the sponsor keep the ALP up to date at all times. In general practice, ALPs should be proactively updated every 3-5 years, depending on: the type/size of airport & proposed changes to the airport facilities.

3. Standard Operating Procedure (SOP) for Preparation of ALP Drawing Set A national effort was made to consolidate all ALP checklists and provide a uniform procedure/guidance for ALP Drawing Set depiction. The resultant FAA Standard Operating Procedures (SOPs) will create efficiencies, increase quality control, and ensure consistency. Effective October 1, 2013, the following FAA SOP was implemented: ARP SOP 2.0 - Standard Procedure for FAA Review and Approval of Airport Layout Plans (ALP)s. Includes: “Appendix A. 5. Exhibit “A” Airport Property Inventory Map Guidance The ADO must have a current Exhibit “A” Airport Property Inventory Map on file prior to issuing a grant. The Exhibit “A” Airport Property Inventory Map is contractually referenced in the grant agreement. AIP Application Exhibit A Map Reference.pdf FAA Order 5100-38c, Airport Improvement Program Handbook, provides guidance on project eligibility. It states that no airport development project may be approved unless the following condition is met: Chapter 5, Section 1, 500, a. Good Title and Property Inventory Map (Exhibit A) states: The sponsor, a public agency, or the Government must hold good title to the areas of the airport used or intended to be used for the landing, taking off, or surface maneuvering of aircraft, or good title will be acquired. Advisory Circular (AC) 150/5100-17, Change 6, Land Acquisition and Relocation Assistance for Airport Improvement Program (AIP) Assisted Projects, states “The grant agreement with the FAA requires the airport sponsor to prepare and maintain a current Property Inventory Map (Exhibit "A") of airport owned land.”

9. General ALP Coordination and Federal Approval SOP 2.0, Appendix C. General ALP Process Chart Sponsor submits Draft ALP Drawing Set to Airports District Office (ADO) for review and comment. Note: Sponsor should submit a completed SOP Checklist. ADO review may determine that the ALP will require edits. When ALP is prepared in accordance to guidance, the ADO will initiate an Airspace Case Analysis by entering an airspace case study into the iOE/AAA (Obstruction Evaluation Airport Airspace Analysis). The iOE/AAA is a program whereby the ADO request review comments from other FAA Lines of Business. Airspace case objections may require additional safety analysis or hazard mitigation review. Once the ALP is acceptable to FAA, from the standpoint of “Safety, Utility, and Efficiency, ” the FAA will provide either a Conditional Approval or Unconditional Approval of ALP. The ALP will then be returned to the Airport Sponsor with an FAA Approval Stamp & ADO Manager signature, along with an FAA Approval Cover Letter. Copies of the approved ALP are provided to the State Aeronautics Division and ATO Planning & Integration. Note: Any issues that emerge after the initiation of the Airspace case study, may require re-submittal of the Draft ALP and recirculation.
