WHAT TOOLS DO WE USE TO HELP GOVERNMENTS?

We have: The Guidelines, negotiated by the UN Governments with participation of civil society and private sector and endorsed by the Committee on World Food Security (CFS) on 11 May 2012, set out principles and internationally accepted standards for responsible practices. We have: Technical Guide: “Governing land for women and men” is now available in English and Spanish This Technical Guide includes examples and suggested monitoring indicators to improve gender equity and activities involved in land tenure governance. CREATING MULTI-STAKEHOLDER TEAMS AND SETTING THE GOALS 7 Multi-stakeholder reform teams established in 2013 in 6 countries Team Composition: Government policy makers Government Technical Experts Private sector (notaries) NGOs Each team developed 11 month plans. Main objectives: Streamline gender equality through building capacity Generate gender disaggregated data from the Land Administration IT systems Use data for evidence based policy making 8

IMPROVING GENDER EQUALITY Key issues identified by the reform teams in June 2013 Voluntary Guidelines, para 17.4 Records of tenure rights to be available to State agencies and local governments to improve their services. Main Benefits ICT in the land tenure sector could increase the involvement of the “Third Sector” of non governmental and local organizations, including those representing women. Lack of awareness of key stakeholders Lack of gender disaggregated data to convince the key stakeholders and guide decision making.

Mainstreaming gender equality in the design of new land projects: Serbia Real Estate Management Project (USD$50M) Project Mechanisms to Address Vulnerabilities:  Mobile services  Serve those with less accessibility to local registration offices;  Office renovations  Build ramps for people with physical disabilities;  Capacity building  Train staff in local offices;  Communications  Run public awareness campaign accompanied by publicity in the field;  Generation and use of gender-disaggregated data  Empower women to access, own and inherit properties.

Mainstreaming gender equality as part of ongoing land projects: Example from Macedonia FYR Project Mechanisms to Address Vulnerabilities:  Conducted survey on women’s land and property ownership  Achieved pilot municipality’s commitment to address woman’s access to property ownership;  Incorporated women’s access to property ownership integrated with municipal strategy for development;  Involved local councilors in providing consultation services to women  Held “Open Day for the Cadastre”  Organized workshop to promote gender education for children  Organized of a regional conference to share results and experiences of GTL program  Included representatives of cadastral offices, gender institutions, notaries and relevant  Supported the municipality of Aerodrom to draft the annual action plan

Mainstreaming gender equality as part of ongoing land projects: Example from Kosovo Project Mechanisms to Address Vulnerabilities:  Several activities have helped create a more gender-equitable land information system and policy-making  Increased real properties registered under the name of women or both spouses  Increased the % of women’s applications in registration offices  Conducted fee exemption campaign for couples who jointly register properties  Ran public awareness campaigns Additional Presentations:  KCA’s work on gender equality through property registration  RECAP+ Randomized Control Trial (RCT) background, context, and results thus far
