2 EUROPEAN COMMISSION CLIMATE CHANGE UNIT Facts… Under the EU ETS, emission reports due end of March for (X-1) EU ETS will generate a completely new EU-25 emissions data set on CO 2 emissions for the sectors covered by the scheme Bottom–up plant-installation based vs. top-down approaches used in the energy or industry sector Installation-level data reported by Member States to various reporting schemes should be consistent

Timing: release of inventories and the EU ETS reporting period Confidentiality issue: access to EU ETS data for GHG emission inventory purposes EU monitoring guidelines vs. IPCC Guidelines for national GHG inventories

8 EUROPEAN COMMISSION CLIMATE CHANGE UNIT The workshop as a basis for… amendment of: Decision 280/2004/EC of the European Parliament and of the Council concerning a mechanism for monitoring Community GHG emissions and for implementing the Kyoto Protocol (also 2005/166/EC) …and connecting to: Commission Decision 2004/156/EC establishing guidelines for the monitoring and reporting of GHG emissions

9 EUROPEAN COMMISSION CLIMATE CHANGE UNIT At the end of this workshop… We need to know: Where the differences lie? How significant they are? How fast they can be addressed? We need to have identified: Current best practices Practical and efficient reporting framework Ways to ensure quality of GHG inventory Concrete steps towards future alignment of reporting requirements Future submissions need to be consistent!
