Why Modules ? Different resources in 32 Participating States Predefined personnel and equipment Rapid deployment Predefined capabilities – you know what you get Interoperability – we can all work together Self-sufficiency – no burden to the requesting country Humanitarian Aid and Civil Protection

What else is important Voluntary basis Registered modules Deployment within and outside the EU Resources of one or more PS Following international guidelines Dispatch in short notice - generally within 12 hours of a request for assistance Training and exercises financed by EU by certain degree Humanitarian Aid and Civil Protection

Based on ? Council Decision of 8 November 2007 establishing a Community civil protection mechanism Commission Decision as regards rules for the implementation of modules (17 modules and technical assistance and support team - TAST defined) – amended end of Modules and 8 TAST registered so far (as of February 2012) exts.htm

Humanitarian Aid and Civil Protection What kind of modules ? High capacity pumping Water purification Medium and heavy urban search and rescue Aerial forest fire fighting (helicopters + planes) Advanced medical post / with surgery Field hospital Medical evacuation Emergency temporary shelter CBRN detection and sampling Search and rescue in CBRN conditions Technical assistance support teams (TAST)

Humanitarian Aid and Civil Protection Why specific modules exercises ? Different to traditional full scale exercises (which are bigger, involve planning of participants, financial contribution of organisers) – Focus on functions and on operational cooperation – procedures Train main principles, functions, interoperability etc. Train registered teams which are likely to meet in a real emergency Cooperation of different kind of modules Compatibility of equipment Common understanding of safety and security

Humanitarian Aid and Civil Protection The tenders of the last cycles of exercises give a good hint on the possible structure for the tender in 2012 (which is still in the planning phase) xercices_modules_2010.htm tender_2011_04.htm Second cycle of exercises was suspended. The exercises of the third cycle will be carried out from November 2012 to May How did the last tenders look like?

Humanitarian Aid and Civil Protection Main objectives of the last tenders In 2009: Staff exercises for key personnel of civil protection modules, TAST and European Civil Protection Team (EUCPT) plus two lots of three field exercises for defined type and amount of civil protection modules, TAST and EUCPT. In 2011 only two lots of three field exercises for defined type and amount of civil protection modules, TAST and EUCPT. Staff exercise shall ideally prepare the key personnel for the field exercises. The field exercises of each lot shall be organised in a similar way, to be able to use synergies and draw lessons learnt immediately.

Humanitarian Aid and Civil Protection Structure of the exercise (model - alternatives)Planning and evaluation (schedule which indicates expected outcome and evaluation sheets)Involve as many Participating States as possibleTight timetableCombination of modules of different sizes – average and maximum amount of participants and modulesFinancial issues - difficult costs estimationRefunding of the participating modules/TAST on lump sum basis What were the main challenges ?

Humanitarian Aid and Civil Protection What might change ? Staff exercise might be part of the tender again Combination of modules in the field exercises Requirements/experience for bidders – strong civil protection focus needed, as well as close cooperation with civil protection institutions in Participating States Financial questions concerning financial capacities but also payment methods (including possible upfront payment for participating modules) will be evaluated and might be amended.
