4. Background
Area of activity: improving interoperability and coordination of modules and teams
Background and needs:
SOPs of modules and teams play important role in effective response to disasters
based on experience, all countries involved in UCPM face challenges with SOPs; deficiency in the consistency of SOPs  low utilization of SOPs, hinders smooth cooperation between modules and teams 
SOPs should be comparable, coordinated and of adequate quality

5. Project Goals
to give recommendations to and improve SOPs of modules and teams registered in CECIS
to harmonize the existing SOPs by improving the already existing SOP guidance document, promoting it, and creating a common SOP template
specific, concrete improvement: higher quality of SOPs
innovative output: common electronic template
enhanced quality and interoperability of response capacities  developed preparedness aspects of the UCPM
outputs facilitate cooperation and are easily adoptable to each Mechanism country

10. Follow Up
The project strengthens cooperation of UCPM countries and builds foundation for future actions
The project partners will continue the established cooperation of the project
The best practices, lessons learned and results of the project will be shared among Participating States.
The main output of the project, the SOP template is expected to be utilized after the end of the project.
CMC will be responsible for maintaining and updating the template until the end of the project. After the financial support of the EU has ended, the Commission can consider appointing a person to take over this responsibility.
The Consortium also proposes that the Commission considers recommending the use of the template for all modules and teams registered in CECIS.
