2 Port of Constantza – short overview Largest and deepest port at the Black Sea Total surface: 3,926 ha; 156 berths (out of which 140 operational berths); Quay length - almost 30 km; Length of breakwaters (north+south) – 14 km; Total handling capacity – over 120 million tons/year; Natural water depths between 8 and 18.5 m; Safe port; Port complying with the ISPS Code and the EU security regulation in force; Friendly environmentally management; Free port status starting with January 2007.

6 Port of Constantza – Developments Master Plan, Development Strategy (2020) & Short Term Development Plan (2013) The Master Plan, the Development Strategy of Constantza Port for the period up to 2020, and the Feasibility Study on the projects to be developed in the Short Term Development Plan for the period up to 2013, have been drawn up by the Japan International Cooperation Agency during 2001 – The projects comprised by the Master Plan, Short Term Development Plan and Feasibility Study are related to: -Traffic demand -Improvement of the port operation -Improvement of the port access Roads connection Waterway connection Railways connection

7 Port of Constantza – Developments Projects related to the traffic demand - specialized dedicated terminals - Pier III S Infrastructure - By completing this infrastructure, a specialized terminal will be achieved (new container terminal), which will assure accommodation of big tonnage capacity vessels - Reclaiming land into the sea (aprox. 35 ha) - Estimated cost of the project EUR 67 millions NC MPA SA Constantza intends to promote the project for a Public Private Partnership. 8 Port of Constantza – Developments Projects related to the traffic demand - specialized dedicated terminals - Pier IV S Infrastructure - Three Stages -By building this infrastructure in 3 phases we create the possibility of development of new specialized terminals, providing big depths for large vessels -Phase I: 35 ha = EUR 118 millions -Phase II: 55 ha = EUR 155 millions -Phase III: 70 ha = EUR 140 millions NC MPA SA Constantza shall promote the project for financing. 9 Port of Constantza – Developments Projects related to the traffic demand - specialized dedicated terminals - Container Terminal on Pier 2S – Stage 3 - Increasing the handling capacity up to 2,000,000 TEU`s/year in the next two years - The project will be completed by the present operator CSCT- DP World, from its own sources. New Container Terminal on Pier II South –CSCT- Constantza Port, the biggest container hub in the Black Sea region

10 Port of Constantza – Developments Projects related to the improvement of Port Operation Extension by 1 km of the North Breakwater - Improving the exploitation conditions by diminishing wave stirring in the port basins, improving navigation safety and reducing destructive effects of waves over existing arrangements in the port basins - The Feasibility Study & Technical Design were drawn up by SC IPTANA in 2002; SC IPTANA SA completed revision of Project Cost and TECHINCAL DESIGN in April Estimated value of Feasibility Study is EUR 120 millions. NC MPA SA Constantza proposed the project for SOP-T financing. Completion of the north breakwater

11 Port of Constantza – Developments Projects related to the improvement of Port Access - Roads Connection Road Bridge over the Danube-Black Sea Canal km it is a necessity due to the possibility of connecting with Bucharest-Constantza Highway through the by- pass financed by EBRD - providing a better connection of the South area of the port with the national roads network -Estimated cost is EUR 28.8 millions. NC MPA SA Constantza proposed the project for SOP-T financing. Road Bridge over the link canal - construction of a steel road bridge with unitary span of 105 m, which will link the river-maritime area and the artificial island - it is a priority in order to achieve territories and the future development of the artificial island -Estimated cost of the Feasibility study is EUR 31 millions.

12 Port of Constantza – Developments Projects related to the improvement of Port Access - Waterway Connection Development of a barge terminal - The necessity of this investment was generated by: - the increase of the river traffic in the Port of Constantza - hence the need to ensure adequate facilities mainly dedicated to river convoys accommodation and formation - the need to streamline the navigation in the river- maritime sector of the port. - improvement of the inland waterway transport (IWT) infrastructure in the port is of strategically importance for the Port of Constantza - Estimated cost of first stage (in progress) is EUR 24 millions. Financed by a non-sovereign loan from EBRD (75%) and own sources of NC MPA SA Constantza. The barge terminal Stage I The barge terminal Stage II

13 Port of Constantza – Developments Projects related to the improvement of Port Access - Railways Connection Extension of railway system in the river-maritime area of Constantza Port - necessity: improvement of railway operations in the river- maritime area by building of a systematized railway complex - In the first stage railway lines shall be created, in order to attend the actual operators and their 2020 traffic forecast. -Estimated cost of first stage Feasibility Study is EUR 15 millions. NC MPA SA Constantza proposed the project for SOP-T financing. Development of the railway capacity in the river-maritime area

14 Port of Constantza – Developments Other projects Consolidation, stabilization and arrangement of Constantza Port`s Shore - Necessity: - this project is a priority considering the need of ISPS compliance - the investment for the city seashore is conducted on the basis of a protocol between NC MPA SA Constantza and Constantza Municipality, so that a unitary development of city architecture is achieved - Estimated cost of first stage Feasibility Study is EUR 13.4 millions. NC MPA SA Constantza promoted for financing this project to Romanian Ministry of Transport.
