2 Introducció : Time for economic and social change; new priorities for new challenges (I) Creat per JMP – 31/01/08 Catalonia has achieved European average in terms of wealth and economic development. Employment rates are above Lisbon objectives for 2010, either in terms of the whole population or for women. From a solid industrial tradition, one of the most important in Europe, we have been able to develop an economy based on services with a high level of diversification, while significant social improvement has also been achieved, reducing unemployment leves and increasing activity and employment rates. For Catalonia, quality of employment is the key concept for the next years, either from economic and social point of view. We have to promote important changes regarding stability, skills, security, and equal opportunities. At the same time, we have to face the challenge of education from every point of view, since the school to the vocational training and lifelong learning.

8 Introducció : Time for economic and social change: new priorities for new challenges (VII) Creat per JMP – 31/01/08 Due to this evolution, the new ESF OP must be different than the former, either regarding priorities or structure, development and implementation. A significant reduction (40%) of the available resources for this new period means also a redefinition of strategy. It is time to promote bigger projects, more social and innovative. These three features have to be the most important ones for the ESF activities in Catalonia during next years. Specially, it is fundamental to develop projects able to create major results and a wide impact in the economic and social structure. Besides, these project should be able to generate a bigger commitment among the principal economic and social stakeholders, either in terms of economic growth or social cohesion.

10 Introducció Deployment of ESF strategy in Catalonia, Creat per JMP – 31/01/08 Regarding organization and execution of resources of the OP, major changes wil be implemented regarding previous OPs. Progressively, specially regarding transnational cooperation, open calls for proposals will be changed for an structure of excellent projects, fewer and bigger than previous ones. And on the other hand, a greater and better collaboration with Local Administration will be developed, in order the projects are best managed and implemented at a local level, according to its necessities. During its whole process of elaboration, the OP has counted on the participation and commitment of all the stakeholders (employers, trade unions, representatives at a local level). The OP reflects, therefore, an integrated strategy, common and the product of a consensus. And consequently, its implementation will also count on the support of all these agents, which will be a guarantee to achieve the objectives stated.
