EU – IT Pilot Project in the field of Education Dr Jacek Gajewski        Key Expert 1 (Team Leader)        mr. sc. Sonja Priscan, MBA        Key Expert 2

Dr Jacek Gajewski Jacek Gajewski co-authored the first Polish application to join BITNET (1988) and a petition to President Bush (1989), which allowed post-communist countries to be connected to international computer networks. From 1994 to 1999 he lead the "Internet for Schools" (IdS) Project (later Foundation, Department), which connected first 1300 Polish schools, wrote Internet textbooks and trained first generation of ICT school teachers. In 1997, the IdS project was recognized by a G7 jury as the second best world-wide. He has worked as a consultant and project manager/evaluator for numerous projects run by UNDP, EU, OSI (Soros Foundation) and NATO. Gajewski holds PhD in Elementary Particle Physics from Warsaw University, Doctor h.c. from Nakhicevan University, he is a member of Internet Society (ISOC). He has been awarded with the Golden Cross of Merit for the development of Polish Internet. He is co-author of 70 scientific publications.

Sonja Priscan Education: graduated and made her masters theses at Faculty of electrical engeenering and computer science, University of Zagreb  Cotrugil Business School, Zagreb, MBA Three years ago established Incremedia company specilized for econtent development 2005. – 2006. KING ICT, Education Services eContent development (ECDLBOX, ECDLBOX Adnavedi) leading and setting-up the first project of ECDL training - 4.250 teachers She is in the field of eLearning since 1999. When she was working for CARNet. Her activities were related to supporting and encouraging university professors to use eLearning 

Goals and objectives     To support Kosovo Government to improve education system through support in ; ICT, e-education and e-learning awareness, training and practice, development of eContent and its delivery, improving e-learning competence among teachers, teacher trainers and in school administration, creation of educational network

Component 1: Institutional Readiness for use of ICT in learning, teaching and administration in education Analysis of eReadiness of the Education System in Kosovo (use questionnaires, focus group, available data and side visits) Development of an eEducation Strategy and Action Plan on use of ICT in Education in Kosovo (based on results of the analysis and in the framework of group decision making methodology) Recommendation for the legal framework (to examine, through consultations and legislative review, the need and requirements for developing a legal framework and prepare recommendations)

Component 2: Identification of Pilot Schools and Equipment required Identification of beneficiaries of IT Pilot Project Definition of priorities and transparent criteria for selection of beneficiaries Design a template/questionnaire to assess proposed beneficiaries Collecting and analyzing answers Cross checking (visiting) preselected beneficiaries, final selection Review and Finalize draft Dossier for Supplies Tender/Contract Review, proposal & consultation with stakeholders Finalize draft Tender Dossier

Component 3: Provision of ICT Trainings and capacity building of ICT training institutions Support in establishment of ICT Centre at Prishtina University, MoU Technical assistance support in the establishment of ICT support centers Training of IT technicians to support schools (60 technicians) Training of teachers and education staff in ICT (2000 persons) Training of eContent developers (100 developers)

Component 4: Development and piloting of eContent Material for Education Development of eContent Material for selected number of courses for pilot testing (eContent should be piloted in chosen schools to provide MEST with guidelines and recommendations) Provide Repository for efficient eContent Management         (to share and reuse the developed content)

Component 5: Development of EDUNet and community portal Development of central academic network preliminary design (for pilot project but able to scale up to NREN) , analysis of existing facilities, list of standards for center and members Training of staff and support personnel (NOC, Helpdesk) Final design, deployment, testing, improvements Development of Web portal for academic community design as CMS and communication platform, inclusion of repository and LMS training of Web Editor, preparing training material for users, initial roll out conducting Pilot system system deployment, monitoring, review of results

Project Management and organization ECLO as Contracting Authority manages the contract with KING ICT. Program Steering Committee (ECLO, MEST, MoTransport, University of Pristina, 1-2 Donors/Projects, KING-ICT, 2xKey Experts, MEST contact person, other experts as invited) meeting regularly (at least every 3 month) Everyday management done by Team Leader in consultation with ECLO Task Manager, MEST Contact Person, KING ICT Project Officer and KE2. Various Working groups for specific issues.

Cooperation and harmonization with other projects To avoid duplication of effort and ensure timely coordination with AUK in IT (ECDL) training, with PTK in connectivity for schools, with ??? in deployment of computer cabinets in Schools with World Bank (and MPA?) in developing network for school administration To get data needed for proper execution of EU - IT project list of schools and existing equipment list of previously trained or creative teachers To induce in other running projects changes fostering e-learning accredit courses on e-learning, award e-activity of teachers This will be achieved by meetings, both formal (seminars, presentations) and informal.

Dissemination, Visibility Apart observing ECLO Visibility Rules (logos, flags, etc) the project itself plans: Kick-off meeting with media presence after acceptance of IR (leaflet, press release) (scientific) workshop at UP Project presentations at teacher's and ICT conferences own conference for teachers around end of school year 2010/2011 with media presence project Web-site, discussion forum and e-mail help desk summer camp for creative teachers and ICT talented students regular meetings with stakeholders, word of mouth
