BEFORE DISCUSSING THE SUBJECT THE OF MANORA WORKSHOP FOLLOWING TOPICS WILL BE BRIEFED TO GIVE OVERALL VIEW OF THE WORKSHOP:- INTRODUCTION FUNCTIONS EXISTING FACILITIES WORKSHOP ORGANIZATION

INTRODUCTION MANORA WORKSHOP IS ONE OF THE OLDEST MARINE WORKSHOP IN THE REGION. ALL TYPES OF MARINE REPAIRS WERE BEING ATTENDED HERE, WHICH HAS NOW BEEN LIMITED TO SOME EXTENT. SIGNIFICANT AMOUNT OF PRODUCTION AND MANUFACTURING JOBS WERE BEING PERFORMED IN ADDITION TO REPAIRS, THOSE TOO HAVE BEEN REDUCED TO 30% OF ITS CAPACITY. DOCKING FACILITIES ARE AVAILABLE FOR UNDERWATER REPAIRS ON CRAFT UP TO 210 FT. LENGTH, 45 FT. BREADTH & 10.5 FT. DRAFT. SLIPWAYS AVAILABLE FOR HOISTING OF BARGES & BOATS FOR REPAIRS / RENOVATION. BOAT BUILDING, THOUGH NOW DISCONTINUED BUT NUMBER OF GOOD STABLE BOATS IN K.P.T FLEET ARE MANORA WORKSHOP BUILT. CONTINUOUS SOURCE OF ON-JOB TRAINING. SOURCE OF HELP IN EMERGENCIES FOR OTHERS. 2

FUNCTIONS PLAN AND EXECUTE SCHEDULED REPAIRS AND MAINTENANCE OF ALL K.P.T FLOATING CRAFT, COMPRISING OF: - SHIPPING TUGS, PILOT BOATS, CARGO TUGS, DREDGERS, HOPPER BARGES, FLOATING CRANES, FERRY BOATS, SHIPPING / ROUTINE LAUNCHES AND ANCILLARY CRAFT (SIZE OF THE FLEET IS 78 IN NUMBER) ATTEND TO BREAKDOWN REPAIRS ON ABOVE CRAFT. PROVIDES SERVICES FOR CARRYING OUT HEAVY AND SPECIALIZED MECHANICAL JOBS AT SHORE FACILITIES SUCH AS REPAIRS/OVERHAULING OF ENGINES AND PUMPS AT STANDBY POWER PLANTS, LIGHT HOUSE, TOWER CLOCK AND ON OTHER INSTALLATIONS. MANUFACTURING OF FERROUS / NON-FERROUS PARTS AND COMPONENTS FOR CRAFT AND SHORE INSTALLATION. 4 Contd. P - 2

EXISTING FACILITIES NUMBERS OF REPAIR SHOPS WITH NECESSARY FACILITIES ARE AVAILABLE (DETAIL WILL FOLLOWED) TO UNDERTAKE THE REPAIR AND MAINTENANCE WORKS, BUT MOST OF THE EXISTING FACILITIES ALONGWITH INFRASTRUCTURE HAVE BECOME TOO OLD AND ARE NOT ADEQUATE TO MEET THE PRESENT WORKLOAD EFFICIENTLY / EFFECTIVELY. PREVIOUSLY EFFORTS WERE MADE TO RENOVATE & UPGRADE THE MANORA WORKSHOP, BUT WITHOUT SUCCESS. RECENTLY THE ESSENTIAL REPAIRS OF INFRASTRUCTURE HAVE BEEN DONE BY THE CHIEF ENGINEERING DEPARTMENT 6

No SHOP WISE FUNCTION STRENGTH SCHEDULE ON ROLL Shortage Super-visor Staff 1 MACHINE SHOP:- PROVIDES MACHINING FACILITIES TO ALL OTHER REPAIR SHOPS IN ADDITION TO MANUFACTURING SIGNIFICANT AMOUNT OF PARTS / COMPONENTS. ANNUAL PRODUCTION CAPACITY IS 25 TONS WHICH HAS NOW REDUCED TO 20% OF ITS CAPACITY DUE TO SHORTAGE OF STAFF. 03 28 11 17 2 MOULDING SHOP: MOULDS FERROUS / NON-FERROUS PARTS, COMPONENTS AND SUBASSEMBLIES OF ENGINES / OTHER MACHINERY. ANNUAL PRODUCTION CAPACITY IS 25 TONS. -- NOW REDUCED TO 25% 01 05 3 BLACKSMITH SHOP: ALTHOUGH THIS TRADE IS FADING OUT, STILL NUMBER OF REPAIRS AND PRODUCTION JOB ARE CARRIED OUT. ANNUAL PRODUCTION CAPACITY IS 25 TONS. -- NOW REDUCED TO 20% 02 18 07

No SHOP WISE FUNCTION STRENGTH SCHEDULE ON ROLL Shortage Super-visor Staff 4 DIESEL SHOP: ATTENDS ALL PLANNED / PREVENTIVE / BREAKDOWN REPAIRS ON NEARLY 250 VARIOUS SIZES ENGINES, 82 GEAR BOXES, AND 40 COMPRESSORS. TESTING AND CALIBRATION OF FUEL INJECTION PUMPS & INJECTORS ARE ALSO CARRIED OUT. PRESENT OUT PUT HAS REDUCED TO NEARLY 40% OF ITS CAPACITY. 03 51 01 34 02 17 5 STRUCTURE SHOP: ATTENDS REPAIRS / RENOVATION OF STEEL STRUCTURES INCLUDING WELDING, GAS CUTTING & BRAZING WORKS. PRESENT OUTPUT HAS REDUCED TO 30% 07 48 02 23 25 8 RIGGER SHOP: PROVIDES SERVICES FOR LIFTING & SHIFTING HEAVY MACHINERY/ COMPONENTS WITHIN WORKSHOP AND ALSO ON CRAFT INCLUDING DOCKING / HOISTING OF CRAFT / BARGES SUBSEQUENTLY CHIPPING, SCRAPING & PAINTING. PROVIDES UN-SKILLED LABOUR AS HELPER TO TRADE MEN AT OTHER SHOP FLOOR. 111 79 32

SHOP WISE FUNCTION DRY-DOCK: S. No 9 DOCKING FACILITY AVAILABLE TO ACCOMMODATE CRAFT UPTO 210 FT. LENGTH , 45 FT. BREATH AND 10.5 FT. DRAFT. DUE TO LIMITATION OF SIZE, FOLLOWING CRAFTS CAN NOT BE DOCKED HERE : T.S.H.D MAHMUD –UL-HASSAN C.S.D. KARAMAT S.H.B. BHITSHAH & S.H.B. SEHWAN F.C. HATHI & F.C. PEELTAN V.S.P. SINDBAD & V.S.P. SHANAWAR S.H.B. AHSAN & AHAD WORKLOAD OF UNDERWATER REPAIRS ARE ENORMOUS COMPARED TO AVAILABLE DOCKING FACILITIES. CONSEQUENTLY 50% OF DOCKING REPAIRS HAVE TO BE OUTSOURCED TO M/S KS&EW INSPITE OF ALL EFFORTS. NOTE:- DUE TO DILAPIDATION OF MANORA DRY DOCK AND ACUTE SHORTAGE OF SKILLED STAFF, NUMBER OF DOCKING REPAIRS ARE BEING DEFERRED AND ACCUMULATED.

DEPLETION OF CADRE OF SKILLED WORKMEN DUE TO:- PRECEDING BRIEF DEDUCE THAT MANORA WORKSHOP IS PRESENTLY PERFORMING AT ABOUT 30 TO 40 PERCENT OF ITS CAPACITY AND IS HEADING TOWARDS FURTHER DETERIORATION MAINLY BECAUSE OF:- 1). DEPLETION OF CADRE OF SKILLED WORKMEN DUE TO:- a). BAN ON EMPLOYMENT. b). AVAILING GHS/ERBS UNDER KPT RESTRUCTURING / RIGHTSIZING SCHEME. c). PREVIOUS POLICY OF GRANTING MOVE OVER WITHOUT ANY EFFICIENCY BAR. 2). DILAPIDATION OF INFRASTRUCTURE AND INSTALLATIONS DUE TO:- a). NON-EXECUTION OF PLANNED & PREVENTIVE MAINTENANCE b). REHABILITATION PROPOSALS DEFERRED AT TIMES DUE TO ONE PRETEXT OR ANOTHER. 11

3). NON-AVAILABILITY OF SPARES / RAW MATERIALS AT TIME DUE TO:- a). SCARCE AVAILABILITY OF SPARES DUE TO OBSOLESCENCE OF EQUIPMENT / MACHINERY. b). LENGTHY PROCUREMENT PROCEDURE. c). DELEGATION OF LITTLE FINANCIAL POWERS TO H.O.D. 4). DEMORALIZATION OF WORKERS DUE TO:- a). PREFERENCE GIVEN TO NON-PRODUCTIVE WORKERS WHILE GRANTING GHS / ERBS. b). RUMORS ON ACCOUNT OF UNCERTAINTY OF JOBS. 5). SHORTAGE OF ENGINEERS / SUPERVISORS AT SHOP FLOORS. 12
