Why Standardise? Regulators use standards to ensure safety and interoperability Users use standards to be able to procure high-quality, cost effective products that are accepted across the industry Manufacturers use standards to provide system specification and compliance

Historical Legacy of International Standardisation SAE Aerospace standardisation program started in 1916 SAE’s first Aerospace Standard was an aircraft spark plug at the request of British industry

Diversity of SAE Standards

SAE Aerospace Standards Program Over 6,600 consensus documents AS – Aerospace Standard AMS – Aerospace Material Specification ARP – Aerospace Recommended Practice AIR – Aerospace Information Report Provides a neutral forum for developing consensus documents 150 committees, subcommittees, and task groups 7000 participants in SAE aerospace standards programs Long established, proven process promotes innovation, change and growth International scope Oversight by SAE Aerospace Council

Technical Committee Makeup OEMs Regulators Government Agencies Academic Experts Independent Experts Suppliers SMEs

Standards Development Process The standard, specification other document is proposed The committee then works to develop the draft document through consensus The draft is balloted via the committee, followed by the Aerospace Council The standard or document is published by SAE

Standards Development: A consensus process Consensus is considered when 50% of voting membership responds and 75% of responses are Approvals with effort to resolve comments and Disapprovals. All balloting takes place electronically via the SAE Website. Committee Ballot Aerospace Council Ballot Publish Committee meetings are open to all interested parties, but only committee members vote on draft documents. Individuals participate on committees as technical experts and not as representatives of their organizations. All SAE documents are reviewed every five years

Globalisation SAE is committed to moving the industry forward on a global scale In 2008 there will be 18 technical committee meetings in Europe The SAE Aerospace Council met in Brussels in April 2008; April 2009 meeting in Brazil Russian industry and regulation important to SAE global standards

Global Industry/Regulation Partnerships EUROCAE FAA IATA ICAO ISO NATO RTCA SJAC Transport Canada AIA AIAA ARINC ASD ASTM ATA AWS U.S. DOD EASA

Partnering: SAE & Regulators The FAA participates on about 90% of the SAE Aerospace Standards Committees. SAE standards are referenced in more than 50 FAA Technical Standards Orders (TSOs) SAE standards are referenced in more than 15 EASA European Technical Standards Orders (ETSOs) FAA, EASA and TCCA are represented on the Aerospace Council

Partnering: Harmonizing standards via IAQG International Aerospace Quality Group SAE represents North and South America via the Americas Aerospace Quality Group (SAE Committee G-14) ASD represents Europe APAQG represents Asia Joint publication of quality standards by SAE, ASD, and SJAC AS/EN/SJAC 9100, 9101 etc… SAE hosts OASIS database

SAE and ISO/CEN SAE holds ISO TC-20 (Aerospace) secretariat SAE partners with ASD-STAN – the European aerospace standards organisation ASD part of CEN process

Partnering: SAE & ASD Cooperative effort developing standards for high pressure hydraulic systems. Common system for use in Europe and North America, making optimal use of the resources available. Cross recognition of qualification results/QPL of partner associations (i.e. PRI-QPL, ASD-CERT). IAGQ Cooperative effort on industry response to REACH legislation through E1 committee MoU signed in 2008 to formalise future cooperative efforts

Overview of Partnerships/MoU’s Standards: Adopting and maintaining standards Standards harmonisation Joint standards development Advisory roles between technical committees Staff liaisons Joint technical committee meetings Partnership in conferences and events

SAE and Russia Over 150 SAE Standards sold in Russia in 2007 Official SAE standards reseller in Russia 33 SAE members in Russia 2 member SAE sections –St. Petersburg and Moscow 5 Russian technical committee members 32 SAE documents translated into Russian “Mobility Technology” magazine published in Russia SAE E-32 (Aerospace Propulsion Health Systems Management) technical committee met in St. Petersburg in 1990

SAE Aerospace Standards Europe Located in central London Office opened in 2007 Staff focus on European operations for SAE Aerospace Standards program

Europe Office - Function Support SAE International and SAE Aerospace Standards program in Europe Ensure global participation on SAE international standards Use SAE’s infrastructure, expertise and resources for aerospace standardisation in Europe
