Enhancing the capacity of Community-Funded Safety Net Clinics (CSNCs) and Rural Health Clinics (RHCs) to serve medially vulnerable Coloradans. COHBE Outreach & Communications Advisory Group July 10, 2012

are Community-Funded Safety Net Clinics (CSNCs) and Rural Health Clinics (RHCs) throughout Colorado providing primary health care and chronic care services to low-income, uninsured and underinsured Coloradans. ClinicNET Affiliated Clinics…

Clinic Statistics 88 Clinics in 33 Counties 17 Community Clinics 10 Free Clinics 9 Family Medicine Residency Clinics 52 Certified Rural Health Clinics In 2011the CSNCs served approximately 130,000 unduplicated patients and provided some 350,00 visits. The RHCs served an estimated 175,000 rural Coloradans.

With Passage and Full Implementation of Affordable Care Act … there is significant activity locally and nationally to: Improve access to care through insurance coverage expansion Focus on payment reform Expand quality initiatives Despite lack of provisions through ACA for CSNCs and RHCs the clinics are engaged in these activities

ClinicNET Services Advocacy, Outreach, Education Safety Net Clinic Week, August 20-24, 2012 Legislative advocacy, regulatory engagement, informing policy decisions Critical partnerships and collaboration with other organizations – Colorado Rural Health Center, Colorado Coalition for the Medically Underserved, Colorado Community Health Network

ClinicNET Services Technical Assistance, Resources and Data Provide Regional Extension Center services for the adoption, implementation, upgrading and meaningful use of certified EHR. Quality improvement coaching and PCMH certification assistance. Annual education forum. Group purchasing opportunities (through Colorado Community Health Network). Regular and frequent updates via e-newsletter, social media FTCA Deeming. Spokesperson for workforce shortages, distribution and related challenges.

Challenges and Opportunities Assist clinics with business planning and revenue modeling given expansion of Medicaid and potential commercial insurance coverage for % of clinic patients in 2014 that qualify and may buy coverage through health benefit (insurance) exchange. Support clinics with Board education and orientation to health care environment realities. Enable standard data collection and tracking from all clinics. Gain recognition within Colorado and at a federal level for the diversity of safety net clinic types. Diversify ClinicNET funding.
