Updated July 2011 Project Summary 8 European Regions and 14 participant prisons working to establish an international award and assessment framework to recognise achievements in improved energy sustainability in prisons E-SEAP will encourage an holistic approach to energy management through assessment and support tools that address three components: 1. Prison Buildings and Management 2. Education and training (prisoners and staff) 3. Prison Communities

Updated July 2011 Background Informed and developed on the basis of an award winning pilot project by Severn Wye Energy Agency ( Prisons high energy consumers consisting of non residential, including in some instances industrial and multi residential (prisoner wings) buildings High energy spends and low morale and motivation are common across Europe This award seeks to motivate, provide recognition and kudos and recognise all steps taken by prison authorities not just their consumption savings Addressing education and training issues the project also seeks to support prisons in reducing reoffending, tackling fuel poverty and increasing the impact of sustainability measures through the domestic sector (homes and families of staff and prisoners

Updated July 2011 Objectives and Main Steps To develop E-SEAP as a fully supported assessment methodology and award To fully engage key actors in shaping the E-SEAP To raise awareness and foster the adoption of intelligent energy use patterns and action beyond EPBD To evaluate the effectiveness and added value E-SEAP brings To generate international interest from beyond the consortium towards longer term strategic objectives Engagement of target group and potential stakeholdersEnabling Practical Action – supporting prisons on each of the E-SEAP elements, simultaneously developing the assessment framework and preparing prisons for the first awardsFinalisation – evaluation, adaptation and production of a unified assessment and award methodology with support toolsInstigation of Strategic Objectives through high level and comprehensive final dissemination

Updated July 2011 Expected Results Fully supported award scheme available in 8 regions with established business case and interest for future roll out. The E-SEAP will have a common international branding and comprises of 3 Elements For each element (Buildings and their Energy Management; Education and Training; Prison Communities) there will be; A matrix identifying the components (the tasks participant prisons need to achieve); each component will have multiple levels of achievement: A set of scoring assessment criteria for each component that indicates the route of progression and serves to provide a numerical score The range of evidence required from a Prison to demonstrate they have achieved each component A Guidance Manual to support prisons in achieving the award A format for assessment and moderation and overall scoring methodology, with weightings applied for each component.
