Who captures the lessons learned from the response to the crisis? Is this just a HN responsibility? If not, how does the ARF intend to manage lessons learnt? –All stakeholders should be capturing lessons learned in Practical working terms In terms of how any SOPs were of value In terms of how lessons should be implemented in the future –Lessons that are articulated as constructive criticism are generally better received and are more likely to be acted upon –HN should distribute the collated lessons learnt report to the world at the earliest opportunity? –SOP may be a tool to provide a generic process and format for lessons learnt?

Whose responsibility is it for the clean up of rubbish/waste that has been created as part of the response to the crisis? –Clean up needs to be a user responsibility. That is if a SN brings in a support capability that has a significant amount of waste then the SN should be responsible for the removal and disposal of the waste. –Need to ensure that the HN or the highest environmental laws regarding waste management are applied –Quarantine will also be an issue and all stakeholders must respect the HN quarantine laws –The process of Gifting equipment/vehicles or any articles is to be discouraged. This only transfers the environmental responsibilities to the local community who in the main are not able to dispose of the gift when it is no longer useful

Does the ARF need to participate in the re- development of mitigation capacity within the HN? –There may be several opinions to this question but it is more likely that any support forthcoming will be along bilateral lines of communication between the HN and SN. –Support from the UN, NGOs and IOs will also be directly to the HN. –The ARF already participates in mitigation training and education, and this DEDR is just one example of that commitment –Primacyshould remain the responsibility of the HN supported by development agencies and bilateral agreements with supporting states and IOs
