MED 2007 – 2013 Low Cost Zero Waste Municipality The Integrated Decision Support Tool under development within Zero Waste project: the 1 st step towards a solution for European municipalities Aristotle University of Thessaloniki Laboratory of Heat Transfer and Environmental Engineering Presented by:

Decision Support Tool (DST) The Interactive Decision Support Tool: will be available through the project website to any European municipality will be available through the project website to any European municipality will be presented in different languages will be presented in different languages European municipalities will enter data into the system..while the most suitable and efficient WM policy will be proposed for each municipality

Decision Support Tool (DST) Contents Why develop a DST Stakeholders Information tool Calculation tool

Why develop a DST? DST will provide information and future estimations regarding rational WM: - -Best practices - -Exchange of know-how - -Evaluation of rational waste management methods - -Composition of practical guidelines for municipalities Benefits for municipalities - -Reduction of MSW generation - -Reduction of total waste amount for final disposal - -Reduction of waste management cost - -Reduction of CO 2 emissions - -Environmental friendly municipality

Why develop a DST? Information ToolCalculation Tool DST

Stakeholders Citizens Private sector Companies SMEs Public sector Regional authorities Local authorities Community sector Organizations NGOs

Information tool Contains: – –General information concerning: Legislation (national and EU) Case studies Good practices Selected programme needs (budget, equipment, expertise) Existing and future policies*

Existing and future policies Indication of the existing barriers and the proposed way to solve them Anticipated benefits of the policies implementation Existing and future policies Benefits Barriers Financial analysis Case studies

Information tool Other information provided: – –Number of bins for recyclable waste – –Dissemination (campaigns, leaflets, press conferences, on-line and telephone support) – –Possible reduction of municipality fees as a result of the project implementation –on the implementation procedure of alternative waste management schemes –Handbook on the implementation procedure of alternative waste management schemes – –FAQs

Decision Support interactions NEEDS STAKEHOLDERS INFORMATION

Decision Support Tool-Needs to be covered NEEDS STAKEHOLDERS GUIDANCEKNOW HOWRESOURCES How can I participate in the project**? How do I promote the project? What is the expertise needed for the project implementation? What is the equipment needed for the project implementation? What is the estimated project’s budget? Citizens ** Local authorities **** Regional authorities **** Private sector Community sector (organizations,..) *** ** Where project: rational waste management scheme (recycling, composting,…)

Decision Support Tool-Needs to be covered GUIDANCE – –How can I participate in the project? Bins location – –How do I promote the project? Dissemination (campaigns, leaflets, press conferences, on-line and telephone support) Provision of incentives Provision of equipment needed KNOW HOW – –What is the expertise needed for the project implementation? Experts needed for the project development RESOURCES – –What is the equipment needed for the project implementation? Waste transfer vehicles Bins (for paper, plastics, glass, metals,…) Plants

Decision Support Tool-Needs to be covered Local authorities – –What is the needed budget? – –What is the total waste amount diverted from final disposal? – –What is the total cost reduction for WM? – –Are there any examples/good practices from other municipalities?

Decision Support Tool-Provided Information INFORMATION STAKEHOLDERS REFERENCES GUIDANCE TOOLS Case studies- Best practices Existing technologies LegislationRational ways of WMCalculation tool Citizens *** Local authorities *** Regional authorities *** Private sector Community sector (organizations,..) ***

Decision Support Tool-Provided Information REFERENCES – –Case studies-Best practices Examples from areas where rational WM projects have been developed Examples from practices with significant results regarding waste diversion – –Existing technologies Benefits Barriers Cost (purchase and implementation) – –Legislation EU National

Decision Support Tool-Provided Information GUIDANCE – –Rational ways of waste management Way of implementation Implementation phases TOOLS – –Calculation tool Estimation of future waste generation Estimation of recycling rates Estimation of waste reduction that is transferred to landfill

Calculation tool The tool will provide users an estimation of the future waste generation concerning the selected area (municipality, region) as well as the benefits of the proposed rational ways of waste management. – –Recycling rates – –Organic diversion rates – –Reduction of waste transferred to landfill The tool will also calculate the Carbon Footprint for Municipal Waste Management Systems in order to identify the optimal system taking into account their environmental impacts.

Benefit evaluation regarding recycling and home composting BENEFIT ANALYSIS Diversion (kt) RECYCLINGHOME COMPOSTING RECYCLING HOME COMPOSTING

MSW reduction – Incineration and Recycling MSW reduction – Incineration and Recycling [Vogel]
