Integrity Respect Commitment Passion Focus Results Matter Motiva First Business Confidential Overview of Work / TOR  The team reviewed known business plans, tank histories, and API/EPA required tank inspections to determine where schedule of tanks and business continuity needed to be immediately addressed.  The team also reviewed each hydrocarbon system to identify planned backup tanks to enable turnarounds.  And finally, the team shuffled the tank T/A schedule to flatten the year-to-year work load and cost profile for the Site, and to minimize business impacts of the outages.  Budgets for planned tank inspection, maintenance, and capital work were included in 2007 T&R. Budgets include full T/A costs for tanks scheduled for RBI re- evaluation – RBI process may extend due those dates.

Integrity Respect Commitment Passion Focus Results Matter Motiva First Business Confidential The Priority List  A-415 (Crude) Tie-In Project must be completed during the 2006 DU-5 T/A. Allows A-415 to spare the Delta and Foreign systems. 1 crude tank is in T/A each of next 3 years. (COMPLETE)  A-420 – A-416 T/A must be complete before taking A-420 out of service.  F-501 (Olefins Feed – 1 year lease to Motiva) has to be emptied of the MTBE contaminated water. Expect Complete at EOY 2007  F-473 (XC-517) is being built for sour water service allowing F-465 to return to reformate service and have 3 reformate tanks. Only have 3 days storage with two tanks. F-516 will be placed in Reformate Service while F-464 & 465 undergo T/A. Considering F-464 T/A prior to F-465 if XC-517 completion is too far into NOTE: F-516 is 200 MBBLs, F-464/469 are 100 MBBL tanks. Could refill F-469 from F-516 to satisfy blending needs.  F-464 (Reformate) is due for T/A in September Any work on F-465 must be complete to maintain at least two (F-464/469) reformate tanks at all times. See above.  F-465 (Sour Water) is due for T/A in July XC-517 must be completed before taking F-465 out of service. F-465 to return to service as a Reformate Tank.

F- 432 has T/A wash water /oil from RCCU and OL-5 turnarounds in it – that has to get run off. This is not a line item in budget. (Complete) F-490 in T/A  A-405 (Slop/Ballast Water) rebuild needs to be completed by September D-413 inspection and T/A is due that month – it may be possible to get a short deferral from PEI if required to complete A-405. The rebuild has been approved by both sides. DEMO Complete. XC-518 construction to be complete in the 4 th quarter  D-413 – Slop Tank T/A Differed until Sept See strategy above – use A-405’s replacement.  Reroute of DHT naphtha from slop to HCU would be needed for containment of slop oil during D-413 T/A if A-405 (XC-518) not ready. This is NEP Project 114. Need to determine where this project is prioritized.  Tanks F-516 (MTBE) and F-513/514 (Methanol) are due for RBI re-evaluation in October 2008, and could have to come out for T/A within 12 months of that date. Will hold 516 to backup /14 might find use in slop/wastewater/caustic etc. Re-evaluation is COMPLETE per PEI AND PUSHED-OUT TO to reformation service The Priority List

Integrity Respect Commitment Passion Focus Results Matter Motiva First Business Confidential  F-492 (No.6 Oil) is due for T/A in October, One of the RCCU Residue tanks (F-511/512) will be placed in No.6 Oil service for this T/A. No change.  PV-82 (Anhydrous Ammonia) is due for T/A in June, S-2 and S-3 are the only units still using this system, and they should install permanent facilities to use aqueous ammonia prior to Item is being worked by Joe Delerno and should complete in Need to check on status of Permanent facilities for S2 & 3 – Need to Inform Joe D of this requirement.  H-432 (PyPitch) needs to be rebuilt. (Brian Lewis of SCC working). Following completion of that, the sister tank H-433 will likely need to be rebuilt. H-433 inspection is due in April 2009, after receiving a 36 month deferral from PEI due to issues with H-432. SCC working on IP for H-432 rebuild.  F-455 – Roof Coating & Temp Roof Patches. Plan on 2007 completion due to roof condition and tankage due in 2008 for T/A. Will use existing storage (458 / 440 / 515 / 481). This needs to be complete before F-458 comes out of service.  F-468 – Roof Coating needed. Need treated naphtha routing to F-463 prior to addressing F-468 roof coating. F-468 is due in Tim Brewer spec’ing out new control valve for treated naphtha routing to F-463  F-442 – Roof Draining replacement and upgraded seal. COMPLETE  F-444 – Replacing Roof, working. Possible Floor repairs and mud jack (raise the floor due to sag)  F Begin T/A November 1, Use F-495 as a replacement.  F-433 – clean and idle tank. Waiting for direction from SCC.  F SCC to determine disposal of material currently in the tank. Emulsion unable to be broken. Using F-496 now. F-497 is idle.  S-Tanks (Update pending Curtis Lloyd & CUUSA). Currently no S-Tanks are due for T/A in 2007/2008/2009.  F-456 – Due for T/A in August Use F-442 (SU). Business Planning may decide to convert one RU tank if they like. Loosing F-456 brings us down to only one SU tank.  F Due for T/A in January Will use existing storage (455 / 440 / 515 / 481). Business Planning may not want to take both an SU and RU tank Out of Service at one time.  F-472 – Gas Oil Tank. Due to T/A in October No alternative storage needed. We should investigate adding mixers and tying this tank into the DHT cold feed charge system  W-428 – Wharf Sump. Due for internal inspection in January Investigate online inspection. Investigate replacement vessel to minimize wharf outage.  W-427 – Wharf Sump. Due for internal inspection in February Investigate online inspection. Investigate replacement vessel to minimize wharf outage.  W-435 – Due for inspection in December This an old drum yard storm water storage tank. This tank is idle.  PV-80 – Fish Tanks – Due for inspection in November 2008 (Foreign Fish). Dewater using the Delta Fish. Outage typically takes two weeks to complete.  F-436 – VGO charge tank - Due to RBI Evaluation in December Use F-438 as the RCCU charge Tank. This limits the water removal capabilities on the Cat Feed System.  A-413 – Due to T/A in July Need to determine what are the Delta Tank needs in See Business Planning if in batch operation.  PV-122 – Due for inspection in April  F-453 – RBI internal inspection April  F-478 – Due for T/A in January Use F-477 as a replacement. Mixed gasoline tank.  F-494 – RBI internal inspection September The Priority List
