GSC: Standardization Advancing Global Communications Future Wideband & Broadband Spectrum Usage for PPDR in Europe Wideband PPDR –The preliminary CEPT/ECC proposal under consideration is to identify the band 380 MHz to 430 MHz as the tuning range for Wideband PPDR Broadband PPDR –The preliminary CEPT/ECC proposal under consideration is to identify the band 4940 MHz to 5925 MHz as the tuning range for Broadband PPDR Standardization –ETSI Work Items for the creation of Harmonized European Standards for WB & BB PPDR are in progress User Requirements, Terms & Definitions –Report ITU-R M.2033 –ETSI TS (JPP MESA) –ETSI TS (ETSI EMTEL)

GSC: Standardization Advancing Global Communications Terms & Definitions Public Protection (PP) –radiocommunications used by responsible agencies and organizations dealing with maintenance of law and order, protection of life and property, and emergency situations. Disaster Relief (DR) –radiocommunications used by agencies and organizations dealing with a serious disruption of the functioning of society, posing a significant, widespread threat to human life, health, property or the environment, whether caused by accident, nature or human activity, and whether developing suddenly or as a result of complex, long-term processes. Note: The same Broadband DR equipment may also be used during extraordinary infrequent local incidents (PP(2) applications as described in ITU-R M.2033). (Definitions from ITU-R M.2033)

GSC: Standardization Advancing Global Communications Consideration of incorporating SDR/ cognitive Functions in PPDR radio equipment (1) Observations made by experts in relevant ETSI technical committees –May not improve interoperability –PPDR communications most effective if there are minimum number of standards –Spectrum usually congested in PPDR scenarios –flexibility of SDR implementations generally comes at the cost of bigger, more expensive terminals which require very significantly increased power consumption –Large and expensive terminals could restrict (economics and practicality) the deployment of such devices to personnel in the DR area that need interoperable communications.

GSC: Standardization Advancing Global Communications Consideration of incorporating SDR/ cognitive Functions in PPDR radio equipment (2) –PPDR radio equipment often provides customized features and facilities. All radios these days are defined by significant specific software - but different types of terminal dont use the same software structure. –The only such standard known is the Software Communications Architecture (SCA) - as supported by the SDR Forum - and that is unsuitable for the vast majority of PPDR activities. –SDR will undoubtedly have applications for specialist groups (such as the Military) but not for general DR applications with many potential users. Consequences on SDR for PPDR equipment –We need to clarify that by "SDR" we mean "Standardized SDR, with stringent standards for radio hardware, software and architecture".
