2 Work in CEPT started in 2011 with regards to PPDR
PPDR, the requirements Work in CEPT started in 2011 with regards to PPDR Publication of ECC Report 199, defining the requirements, in May 2013 Key conclusions: An amount of spectrum in the range of 2x10 MHz is needed for future European Broadband PPDR Wide Area Networks (WAN). However, there could be additional spectrum requirements on a national basis to cater for Direct Mode Operations (DMO), Air-Ground-Air (AGA), ad-hoc networks and voice communications over the WAN. The frequency ranges selected are 400 MHz and 700 MHz.

4 Main issues to be considered during Public Consultation
700 MHz and 400 MHz options Harmonised conditions and spectrum bands for the implementation of future European broadband PPDR systems Draft ECC Report 218 (public consultation until the end of August 2015). FM49 resolution meeting September 2015. Final approval and publication considered during an extraordinary WG FM meeting, 1 – 2 October 2015. Main issues to be considered during Public Consultation 700 MHz: The alternative option 2 x 10 MHz (700 MHz Option E) considered in draft ECC Report 218 is seen as not feasible. Compatibility of PPDR 2x(2x5) MHz in the duplex gap with MFCN may be achieved. However, this option suffers from limitations as per draft ECC Rport 239. Views on the feasibility of this option are invited. 400 MHz: Administrations considering the 400 MHz options ( MHz and/or MHz) are invited to share their views on their most likely possible tuning range in order to restrict the possible smaller common range to achieve economy of scale. Draft ECC Report 239 (700 MHz) refers to extreme environmental conditions with regards to compatibility and sharing studies between PPDR and DTT. Equipment compliance in relation to extreme environmental conditions will be dealt with in ETSI standards. Specific comments including feasibility are best provided on draft ECC Report 239.

(A) SDL option: There are alternative options being considered in CEPT Report 53. “The zero up to four blocks of 5 MHz approach” provides flexibility for combining different options. See also ECC/DEC/15(01). CEPT Report 53 considers Machine to Machine (M2M) as an alternative national option where synergies with PPDR can be explored in the MHz and MHz. PPDR usage could be anywhere within the harmonised MFCN bandplan using a 55 MHz duplex spacing. (D) The use of the 2x2x5 MHz into a combined 10 MHz duplex channel arrangement in MHz paired with MHz has not been studied. Figure 2: 700 MHz PPDR Options

7 An alternative option 2 X 10 MHz (700 MHz Option E)
Option (E): The 2x10 MHz may be divided in to 2x(2x5) MHz based on technical implementation considerations. This option uses a 15 MHz duplex spacing. This option is seen as not technically feasible. Compatibility of PPDR 2x(2x5) MHz in the duplex gap with MFCN may be achieved. However, this option suffers from limitations as per draft ECC Report 239. Views on the feasibility of this option are invited during the public consultation.
