The Center for Change in Transition Services (CCTS) is a Washington State's Needs Project funded annually by the Office of the Superintendent of Public Instruction's (OSPI’s) federal resources for Special Education. The goal of CCTS is to improve post-school outcomes for students with disabilities in the state. To reach this goal, CCTS provides secondary transition training andsecondary transition technical supporttechnical support to Educational Service Districts(ESDs), Local Educational Agencies (LEAs), and public schools that serve high school-age students who have an Individual Education Program (IEP). Center for Change in Transition Services OSPI Special Education State Needs Project Requirements Overview of the State Performance Plan Development: The special education section of the Washington State Office of Superintendent of Public Instruction (OSPI) initially developed a series of performance indicators in FY 2000 and began incorporating district data into the local education agency (LEA) annual applications for federal funding at that time. The major data points for review in the LEA applications included graduation rate, drop out rate, academic performance as measured by statewide testing, compliance protections for students and their families, post secondary data and personnel development needs. Note: As the various data indicators have emerged with more specificity in the reauthorization of the Individuals with Disabilities Education Improvement Act of 2004, SEAC has continued to review reporting requirements and provide feedback to state staff.
