To extend the mandates in resolution AG/RES (XXXI- O/01) for the Secretary General to study the General Secretariats policies on trust positions, and for Permanent Council to consider recommendations for any necessary changes to the General Standards. 3 I. Mandate:

Trust Personnel* a. Identification of Trust Positions: The following shall be considered positions of trust: the Executive Secretary for Integral Development, designated Director General of the IACD, as well as the Assistant Secretaries, the advisors to the Secretary General and to the Assistant Secretary General, and the directors and deputy directors of such departments as the Secretary General may determine. May also include all staff positions in the Secretary Generals Office and household and the Office of the Assistant Secretary General. * (Art. 21 a-b General Standards) 4 II. Definitions:

Trust Personnel (cont.) b. Description and Special Provisions: Staff members in positions of trust are appointed at the discretion of the Secretary General to hold the posts that these General Standards define as positions of trust. Trust appointments shall last as long as the Secretary General is in office and the appointees enjoy his/her confidence. As a general rule, no person shall be appointed to a Trust Position below the P-4 level. Exceptions may be made for positions in the Secretary General's Office and household and the Office of the Assistant Secretary General. The number of Trust appointments funded by the Regular Fund should not exceed 8 percent of the posts financed by that Fund. II. Definitions: 5

Trust/Career Personnel These are persons who when they were appointed to their Trust Position already held a Career Service appointment in the staff of the General Secretariat pursuant to Art. 18 of the General Standards. Trust/Continuing Contract These are persons who when they were appointed to their Trust Position already held a Continuing Contract in the staff of the General Secretariat pursuant to Art. 19 of the General Standards. Trust/Associate These are persons contracted as Associate Staff Members pursuant to Art. 24 of the General Standards and assigned to trust positions. Staff members who have Career appointments or Continuing Contracts when they are appointed to a Trust Position shall maintain their Career appointment or their Continuing Contract, as the case may be. Thus, they are referred to respectively as Trust/Career, Trust/Continuing Contract and Trust/Associate in the Personnel Registry. 6

The number of Trust Positions in the General Secretariat represents 7.79% of the total positions. Currently the 54 RF positions exceed the 8% guideline under Art. 21(b)(v) of the General Standards that considers only Regular Fund positions. The increasing proportion of our budget financed by other Funds was not duly considered when the 8% guideline was established. The current guideline did not consider the large percentage (27.9%) of staff members who are now financed by Specific, Voluntary, and other specialized funds. More positions of Trust are required for the management of the programs staffed by persons financed by the other Funds. 9 IV. Conclusions:

In compliance with the mandate, the General Secretariat proposes that the Permanent Council consider modifications of Article 21 of the General Standards, as follows (New text in bold): v. As a general rule, no person shall be appointed to a trust position below the P-4 level. Exceptions may be made for staff assigned to the Secretary General's Office and household and the Office of the Assistant Secretary General. The number of trust appointments funded by the Regular Fund should not exceed 8 percent of all staff positions in the General Secretariat. vi. For purposes of computing that percentage, the number of trust positions shall not include any position referenced in Section (a)* of this Article which is below the D classification level and is also occupied by an appointee otherwise holding a career appointment, a continuing contract, or Series B fixed-term contract funded by the Regular Fund at a grade level equal to the classification level of that position. *Section (a) states: Identification of Trust Positions: The following shall be considered positions of trust: the Executive Secretary for Integral Development, designated Director General of the IACD, as well as the Assistant Secretaries, the advisors to the Secretary General and to the Assistant Secretary General, and the directors and deputy directors of such departments as the Secretary General may determine. 10 V.
