ERA-NET Cooperation and coordination of national research and innovation activities Last call 2005 Deadline September-October

Activities EAR-NET may include the following activities to foster coordination and collaboration between programs EAR-NET may include the following activities to foster coordination and collaboration between programs 1- Systematic exchange of information 1- Systematic exchange of information 2-Strategic activities 2-Strategic activities 3-Implementation of joint activities 3-Implementation of joint activities 4-Transnational research activities 4-Transnational research activities

Coordination Actions Activities related to networking and mutual opening of national programs are eligible for financial support Activities related to networking and mutual opening of national programs are eligible for financial support No research activities will be financed by ERA- NET No research activities will be financed by ERA- NET Financial aspects and duration Financial aspects and duration -3M max,5 years maximum -all eligible networking costs (100%) -overheads (20% direct costs) -Administrative &financial management

WHY a Nuclear Physics ERANET Nuclear Physics is European, International since the early days …. Nuclear Physics is European, International since the early days …. Facilities are open to all researchers based on scientific merits In the modern era( ),integration has followed the normal steps (universities labs, national,European& international facilities & collaborations ) In this process the EU framework (from 4th to the coming 7th) programs and instruments( Round table,Networks,I3,Design Study) have been adopted with considerable success by the nuclear physics community and therefore have played a decisive role in this process.

WHY a Nuclear Physics ERANET A key element in this success was the implementation in 1990 of NuPECC (16 countries,24 institutions) Nuclear Physics European Collaboration Committee Nuclear Physics European Collaboration Committee an expert committee of ESF which plays the role of : A forum to discuss the science and the collaborations to be encouraged and strengthen within Europe And of scientific council for the community to review the field and publish with a bottom-up approach -Long range plan (1994,1998,2004) Recently a Roadmap for RIB facilities for ESFRI Recently a Roadmap for RIB facilities for ESFRI -Impact and applications, multidisciplinary use of N.P facilities -Nuclear Phys News (Journal 5000 copies world wide) -outreach

WHY a Nuclear Physics ERANET Despite this well organized networking and projects, NuPECC to implement its long range plan and roadmap has no organized structure to talk to. There is no European organization of funding agencies in the field which will receive the science outcome and may discuss how to implement the priorities through multilateral funding We urgently need such a body to discuss strategic issues and large scale projects.

A Nuclear Physics ERANET Help institutional contacts within Europe Help institutional contacts within Europe Common managerial practices Common managerial practices Articulation of European wide policies Articulation of European wide policies Opening to new agencies Opening to new agencies Visibility and structuring the prospective work of NuPECC Visibility and structuring the prospective work of NuPECC Stable administrative infrastructure Stable administrative infrastructure --Secretariat,Web, a pool of program managers --Secretariat,Web, a pool of program managers ++Strategic Planning Implementation of scientific Roadmap Implementation of scientific Roadmap Manage complementarities Manage complementarities (ISOL versus fragmentation, hadrons versus electrons, etc….) (ISOL versus fragmentation, hadrons versus electrons, etc….) Thematic meetings between science and administrators Thematic meetings between science and administrators

A Nuclear Physics ERANET Find a name !! Preparation of commonly funded projects with variable geometry ( AGATA) Preparation of commonly funded projects with variable geometry ( AGATA) Preparation of Infrastructure of EU or worldwide dimensions ( FAIR, SPIRAL2) Preparation of Infrastructure of EU or worldwide dimensions ( FAIR, SPIRAL2) European evaluation science and technical committees for these large projects European evaluation science and technical committees for these large projects Generic R&D calls Generic R&D calls Prepare science indicators Prepare science indicators Workshop on the management of large scale facilities Workshop on the management of large scale facilities

ERANET –Nucl.Phys Goals 1-Compare reviewing and funding systems in participating funding agencies 2- One meeting per year to exchange information, coordinate programs made it publicly available. A place where a EU collaboration can propose a project with variable geometry 3 -Discuss and elaborate methods to manage large infrastructures in Europe 4 -Common set of rules for evaluation and administration of transnational projects

ERANET –Nucl.Phys Goals After NuPECC long range plan, create a Roadmap (update every 2 years) and a link with more general infrastructure planning (ESFRI,OCDE,…) After NuPECC long range plan, create a Roadmap (update every 2 years) and a link with more general infrastructure planning (ESFRI,OCDE,…) A Roadmap is a list of opportunities, associated with evaluation points, A Roadmap is a list of opportunities, associated with evaluation points, on science interest, technical maturity, financial possibilities on science interest, technical maturity, financial possibilities Passing all points put the project to the action plan *Assess which R&D are most suitable for joint reseach projects Preparing agencies for the future : guidance and framework to align some resources for funding transnational programs Not only encourage collaborations, but be effective in putting into operation the best European nuclear physics projects
