This change reflects the committees views on the components needed in the best high school programs for students. 21

Smaller, more personal high schools that are connected to workplace expectations and that prepare students for higher education are possible and being implemented in North Carolina. 24

The second retest opportunity must be preceded by focused intervention/remediation. 38
