PUBLIC SCHOOLS OF NORTH CAROLINA STATE BOARD OF EDUCATION DEPARTMENT OF PUBLIC INSTRUCTION LEP Identification versus ESL Services… LEP Identification is used for accountability purposes; based solely on IPT score. A student exits LEP identification when he or she has scored Superior on all three domains of the IPT during the same test administration. At that time, the student is no longer identified as LEP and is no longer eligible to receive testing accommodations. ESL Services are determined at the school level; based on multiple criteria.

PUBLIC SCHOOLS OF NORTH CAROLINA STATE BOARD OF EDUCATION DEPARTMENT OF PUBLIC INSTRUCTION IPT Cut Score Chart… SBE policy HSP-A-011 established the approved cut scores for the IPT and was approved August 25, The cut scores determine the appropriate assessment and/or accommodations for students identified as limited English proficient. The cut score chart that is part of this policy must be used to determine a students oral, reading, and writing proficiency levels.

PUBLIC SCHOOLS OF NORTH CAROLINA STATE BOARD OF EDUCATION DEPARTMENT OF PUBLIC INSTRUCTION Policy State Board of Education Policy HSP-C- 005 states that students identified as limited English proficient shall participate in the statewide testing program. State Board of Education policy also provides for the state identified English language proficiency test, the IPT.

PUBLIC SCHOOLS OF NORTH CAROLINA STATE BOARD OF EDUCATION DEPARTMENT OF PUBLIC INSTRUCTION Who Can Administer? Only employees of the school system or charter school are permitted to administer state tests. Contracted tutorial services/agencies are not permitted to administer North Carolina tests. Test administrators shall be school personnel who have professional training in education and the state testing program.

PUBLIC SCHOOLS OF NORTH CAROLINA STATE BOARD OF EDUCATION DEPARTMENT OF PUBLIC INSTRUCTION What about Proctors? For the school year, a proctor shall be assigned for the Reading and Writing test administrations with groups of 5 or more students. A proctor is not required for IPT oral test administrations.

PUBLIC SCHOOLS OF NORTH CAROLINA STATE BOARD OF EDUCATION DEPARTMENT OF PUBLIC INSTRUCTION What if… a language minority student enrolls after January 1? Initial Administration counts as both the Initial and the Annual a language minority student enrolls after April 30? If there are 30 calendar days remaining in the school year, the IPT must be administered to attain the initial test score. If not, the initial assessment may be completed the following school year.

PUBLIC SCHOOLS OF NORTH CAROLINA STATE BOARD OF EDUCATION DEPARTMENT OF PUBLIC INSTRUCTION What if… a student arrives at a school prior to enrollment - can he or she be administered the IPT? No. The student must be enrolled before the initial test administration. IPT testing may occur no more than two weeks prior to the start of school and no later than 30 calendar days after enrollment.

PUBLIC SCHOOLS OF NORTH CAROLINA STATE BOARD OF EDUCATION DEPARTMENT OF PUBLIC INSTRUCTION What if… a student has previously scored proficient on one part of the IPT? Scores cannot be banked. All domains of the IPT must be administered every spring.

PUBLIC SCHOOLS OF NORTH CAROLINA STATE BOARD OF EDUCATION DEPARTMENT OF PUBLIC INSTRUCTION What if… a student left during the previous school year before spring IPT testing and has re- enrolled in the current school year? The student must be re-administered the IPT at his/her current grade level. The test administrator must code the Initial bubble on the purple scannable sheet.

PUBLIC SCHOOLS OF NORTH CAROLINA STATE BOARD OF EDUCATION DEPARTMENT OF PUBLIC INSTRUCTION What if… the student gives no response during the test? If the student gives no response, the lowest score is recorded for the student.

PUBLIC SCHOOLS OF NORTH CAROLINA STATE BOARD OF EDUCATION DEPARTMENT OF PUBLIC INSTRUCTION What if… the student is a non-English speaker- does the test administrator still administer the reading and writing tests? Yes. If the student identified as LEP is enrolled in grades 2-12, the student must be administered all domains of the IPT including the oral, reading, and writing during the initial and annual assessments regardless of oral proficiency level.

PUBLIC SCHOOLS OF NORTH CAROLINA STATE BOARD OF EDUCATION DEPARTMENT OF PUBLIC INSTRUCTION What if… the student does not speak English, can the test administrator translate? No part of the test can be translated and no adjustments can be made in the IPT administration. The IPT must be administered exactly as written in the Examiners Manual and/or indicated on the test booklet.

PUBLIC SCHOOLS OF NORTH CAROLINA STATE BOARD OF EDUCATION DEPARTMENT OF PUBLIC INSTRUCTION What if… an LEP student scores too high on the IPT to continue using the NCAAAI? The student will then participate in any upcoming regular tests (EOG, EOC, HSCT, Writing, etc,) with or without accommodations.

PUBLIC SCHOOLS OF NORTH CAROLINA STATE BOARD OF EDUCATION DEPARTMENT OF PUBLIC INSTRUCTION Use of the IPT Beginning with the school year: Schools must not use the IPT to retest language proficiency of students identified as LEP at any time for diagnostic purposes such as determining continued placement, level of services, or instruction.

PUBLIC SCHOOLS OF NORTH CAROLINA STATE BOARD OF EDUCATION DEPARTMENT OF PUBLIC INSTRUCTION Accommodations on the IPT LEP accommodations are not allowed during the IPT test administration because the accommodations will invalidate the English language proficiency score.

PUBLIC SCHOOLS OF NORTH CAROLINA STATE BOARD OF EDUCATION DEPARTMENT OF PUBLIC INSTRUCTION IPT Designated Forms The NCDPI designates a certain form for initial administration and a different form for annual administration to assist with standardization. Schools are not allowed to administer non- designated forms.
