Trish Mast External Independent October 9, Rates, Escalation, Burdens Rates, Escalation and Burdens are reviewed regularly and updated as needed to provide the most accurate cost baseline. Have defined SLAC, ANL, and LLNL rate structures. Buildup of fully burdened rate is performed in Cobra Overhead: OPC 40% Overhead: TEC 4.32%, OPC 5.04% Escalation: SLAC/LLNL Labor 4.0%/Year Escalation: ANL Labor 4.5%/Year Escalation: M&S Rates use DOE guidelines Basis for Escalation Rates consist of: Laboratory published escalation rates DOE Escalation guidelines P3 provides the budgeted quantities for each planned resource to Cobra.
