What: Public Law of the FY03 Defense Authorization Act directed the DOD and VA to implement a Heath Care Incentive Fund In 2005, the VA (as Lead Agent) proposed a joint agency, satellite based, educational channel using current medical content from the CDC, VA, DOD Services, and other providers Grant of $2M was approved and implementation started July 2006—VHA Employee Education System (EES), St Louis MO, with ATN PMO & Army Satellite Education Network Army transferred operational oversight & MIST funding to ATN PMO—Defense Education & Training Network (DETN) founded Basics of MIST

Why Increasing need to share medical information and training—rapidly and universally—using existing infrastructures CME/CEU credits for selected programs Offers access to very large segment of DOD population thanks to single hub (DETN) and compatible downlinks Cost-effective—centrally funded, no local costs Allows for rapid, cost-effective deployment of additional infrastructure where needed When & Where: Programs are broadcast during duty days to sites across DOD, but only AF has rooms inside medical facilities— Army & Navy must rely on VTC systems not collocated with medical facilities Basics of MIST

What: In March 2013, a second proposal called “MIST-Next Generation” (MIST-NG) successfully submitted by ATN PMO (lead agent) & VHA EES & to secure $11,868K of which $7,861K was DOD’s share to do the following: –Greatly expand existing shared-training between DETN and VHA EES—encourage convergence on technology –Link major medical teaching institutions in DOD to DETN satellite hub –Add downlink classrooms to all remaining medical centers, hospitals, and clinics CONUS & OCONUS—currently only CONUS AF facilities have downlink classrooms. –Add IPTV desktop capability for short, non-interactive programs at all medical centers, hospitals, and clinics world- wide—and since IPTV installed at hubs, IPTV will be available for other DOD DL Basics of MIST-NG

Why Need to increase training cost-effectiveness: MIST already succesful—71K student training hours at $2.63 per student-hr—MIST-NG will yield estimated 4-fold increase resulting in $0.69 per student-hr cost avoidance of $173M in CME/CEU training Need to Expand reach: 108 med facilities CONUS & 47 OCONUS do not have connectivity Need to increase training programs: AMEDD, SAMMC, FBCH, METC, WRNMMC, WAMC, USAFSAM, NMCSD, NMCP, NTTC, & DHHQ Need to provide a blended learning environment: Need to reach desktops for shorter courses Can support disaster recovery

Basics of MIST-NG How is it being managed? VA/DOD Health Executive Council (HEC) has oversight of MIST-NG General and financial & operational management conducted by ATN PMO Director, HQ Air University OL-A (HQ AU/OL-A), under HQ AU Education Operations & Logistics Directorate (HQ AU/A3/6)—reports to DOD Co- Chair of VA-DOD HEC WG Day-to-day management conducted by MIST Program Manager, under ATN PMO Director After 2 years, out-year costs to be added to DOD’s POM supported by OASD(HA) (bandwidth, maintenance, & admin) If POM not approved, MIST goes “Space A”
