Housing Element Overview

What is a Housing Element? One of 7 elements in General Plan Must be updated every 5 years Assess housing needs Identifies where housing can go Establish policy strategy to meet housing needs

New Legislation & Statutory Requirements  SB 2– zoning for special needs housing  SB 1087 –coordination with water and sewer providers  AB 2348 – requires a detailed inventory of sites and minimum densities for affordable housing (Mullin densities)  AB 2634 – assess the needs of ELI households and persons with special needs

Regional Housing Needs Allocation (RHNA)

Regional Housing Needs Allocation (RHNA) Process HCD ABAG + Bay Area Share of Statewide Housing Need RHNA Process Counties & Cities receive RHNA Statewide Housing Need Determined The amount of housing that every city needs to plan for is determined by the State of California. Here’s the process: –The State determines statewide housing needs based on population and job growth projections. –The State assigns regional housing needs to each region’s Council of Governments. –Each region (Association of Bay Area Governments) allocates a “fair- share” to each city and county within their region –The fair-share allocation becomes each community’s housing goal in their General Plan Housing Element State determines California’s housing needs State assigns regional need to Council of Governments (COG) COG assigns “fair share” housing needs (RHNA) RHNA incorporated into community’s General Plan Housing Element
