SCADM Report Working Paper 10

Overview SCAR Data and Information Management Strategy (DIMS) – endorsed Oct Introduction to the draft SCAR Data Policy (IP4c). Outline of tasks in DIMS Implementation Plan. Progress to date on Implementation Plan. Issues to consider.

DIMS Vision: To build an Antarctic Data Management System capable of supporting SCAR science ( i.e. an interoperable data infrastructure). Portal Repository A Archive Publish Manage Archive Publish Manage Portal Repository B Archive Publish Manage Archive Publish Manage Portal Repository C Archive Publish Manage Archive Publish Manage Web services

DIMS Calls for SCAR to develop a data policy. Suggests SCAR should seek partnerships with other groups pursuing similar goals (WMO, WDS, IASC, IOC). Better education of funding sources about DM requirements. Better education of SCAR scientists about DM as an integral component of doing science.

SCAR Data Policy (IP4c) Why have one ? –No real guidance to existing or new members about data handling and access expectations. –Reliance on Article iii.1.c. of Treaty. –Norms of behaviour should be codified for clarity. Key principles: –Data should be available fully, freely, openly and on the shortest feasible time-scales (from SCAR endorsed projects).

SCAR Data Policy (IP4c) Key principles cont.: –All data should be adequately described by metadata sufficient to permit data re-use and establishment of a datasets fitness for purpose. –These metadata, as a minimum will be registered in the Antarctic Master Directory (i.e. the community metadata system). –It is the responsibility of SCAR projects to ensure that data is deposited in a suitable repository for long-term preservation purposes.

Key principles cont.: –SCAR members urged to establish National Antarctic Data Centres or assign role to an existing (appropriate) institution. –Policy sets out roles of an NADC and a minimum set of capabilities. –Representatives nominated for SCADM ideally should come from an NADC. –Data management plans should be prepared at the SCAR project planning phase. SCAR Data Policy (IP4c)

Key principles cont.: –SCAR data users should acknowledge the source for data that they use. Similarity with other policies on availability and exchange conditions –WMO Resolutions –ICSU Resolutions –Article III.1.c. of Treaty –IODE Seeking delegate endorsement ?

DIMS Implementation Plan Project 1 – SCAR InteroperableData RepositoryNetwork – 3 sub-tasks ISO metadata profile1.2 - Registry service1.3 - Demo Portals Project 2 –Improving Relevance and Utility of SCAR Products –2 sub-tasks SCAR Product review SCAR product marketing Project 3 –Polar Information Commons –3 sub-tasks Badge data as PIC PIC repository network PIC Cloud Storage

DIMS Implementation Plan Task 1.1 & 1.3 China Japan Australia Belgium USA Norway Netherlands Task 1.2 NASA has a registry service but hasnt given access PROJECT 1

DIMS Implementation Plan PROJECT 2 Low level activity on SCAR product marketing -Task (2.2) by Australia but no real community buy-in as yet to project overall.

DIMS Implementation Plan PROJECT 3 The PIC has four components: (1) badged data; (2) community agreed norms for data use; (3) cloud data storage for orphan datasets; (4) managed repository network.

DIMS Implementation Plan PROJECT 3 Three functions of badge: Labels data with conditions of use Labels data as being part of commons Links to norms (expected behaviours for data usage) RDFa (mark-up) in badge script enables discovery by Google

DIMS Implementation Plan PROJECT 3 PIC Data Storage Service API User Interface Badge Upload data Browse data Retrieve data Badge data Data has been tagged, categorised and packaged. Metadata Document data Data Centre X notification Data Provider

DIMS Implementation Plan Task 3.1 Australia has already badged some data as belonging to the PIC. Netherlands, Norway and NZ will badge data. GCMD has provided a mechanism for badging via their DocBuilder (metadata writing tool) Task 3.2 Australia has developed a prototype cloud-based archive/storage service for data that has no obvious home. Task 3.3 On hold until we can see how go with creating an interoperable SCAR Repository network (Project 1). PROJECT 3

Issues Success of DIMS is highly correlated with extent of member commitments to Plans resourcing. Taken 12 months to get commitment beyond the usual couple of SCAR members. Still to be seen what enthusiasm will ensue post these SCAR face-to-face meetings. Need a sustainable participation model. If members arent inclined to resource the Plan – should we reconsider role and function of SCADM ?.

Delegates Input Required Delegates to note development of SCAR Data and Information Strategy. Do Delegates endorse the draft SCAR Data Policy ? More contributions are required from SCAR members to resource DIMS Implementation. How can Delegates help to improve national input ?

QUESTIONS ?
