Learn. Perform. Succeed. FEMA, not DoD, is the lead federal agency responsible to coordinate contracting support for disaster relief operations.FEMA DoD does not augment other federal agencies with contracting staff, but can support specific contracted related tasks as directed by the President or Secretary of Defense. Military forces operating in domestic support operations should avoid competing with state and federal agencies for limited local commercial resources. –keep contracted support (less systems support contracts) to the deployed force to a minimum Dept of Homeland Security

Learn. Perform. Succeed. National Response Framework

Learn. Perform. Succeed. Review local contracting support plans Contracting offices will develop a comprehensive local support plan (usually as an annex to the logistics chapter of your installation’s plan) to ensure contingency contracting support for taskings under installation OPLANs Review After Action Reports (AARs) – Advance Planning for Emergencies
