Research Infrastructures in FP7 On behalf of : Anna Maria Johansson, Hervé Péro European Commission, DG RTD/B3 MarineERA workshop Feb. 2009

MarinERA Infrastructure workshop, Ile des Embiez, Feb Content of presentation Research Infrastructures in FP7 I3 Instrument ESFRI Roadmap

MarinERA Infrastructure workshop, Ile des Embiez, Feb Challenges: to overcome fragmentation in Europe to improve the efficiency of research services to cope with increasing cost / complexity of RIs to further develop and better exploit the potential of e-infrastructures Research Infrastructures in FP7

MarinERA Infrastructure workshop, Ile des Embiez, Feb Key objectives focus on : Existing RIs : to continuously improve, better integrate and structure them in the different S&T areas, and to make them more easily accessible to researchers New RIs : to facilitate the collaboration between countries for the joint establishment and operation of new facilities e-infrastructures : to further develop and maximise the use of ICT technologies (GEANT, grids, data repositories, …) Governance : To integrate current initiatives in the field of RIs into a coherent European strategy Research Infrastructures in FP7

MarinERA Infrastructure workshop, Ile des Embiez, Feb Actions : Existing Infrastructures Design studies New Infrastructures Construction (preparatory phase; construction phase) Integrating activities e-infrastructures ESFRI Roadmap Policy Development / Programme Implementation 30% increase according to FP6 Research Infrastructures in FP7

MarinERA Infrastructure workshop, Ile des Embiez, Feb I3 instrument : Integrating Infrastructure Initiative Collaboration of existing research infrastructures in a given field of science  Normally all major RI’s in Europe in one field  At least 3 Member States or Associated States 3 types of activities obligatory in one project  Networking Activities  Trans-national Access  Joint Research Activities Funding scheme : combination of collaborative project + coordination and support actions

MarinERA Infrastructure workshop, Ile des Embiez, Feb I3 Instrument : Networking Activities To foster a culture of co-operation between the research infrastructures and the related scientific communities Forms of activities:  Towards a common long-term strategy : foresight…  Towards good practice: exchange of personnel and visits, standards and quality…  Towards the users: training, feedback, coordination…  Towards virtual research communities: Web-sites, common softwares, databases, data management…  Technical workshops, forums, working groups and studies…

MarinERA Infrastructure workshop, Ile des Embiez, Feb I3 Instrument : Trans-national Access and/or Service activities (1) Provide trans-national access to researchers or research teams to one or more infrastructures among those operated by the participants  "Hands on" access  Remote access : provision of reference material, sample analysis… Remote access to distributed infrastructures : “trans- nationality” will not apply Provide research infrastructures related services to the scientific community  Access to scientific services freely available through communication networks, e.g. databases available on the web

MarinERA Infrastructure workshop, Ile des Embiez, Feb I3 Instrument : Trans-national Access and/or Service activities (2) Specific provisions for trans-national access activities are defined in Annex III to the Grant Agreement  Access costs = unit cost x quantity of access provided  An estimated unit cost will be specified in Annex I  EC financial contribution will be adjusted in the final financial statement (Form C) based on real UC (will not exceed 20% of costs of providing total access to the installation over the duration of the project) Specific provisions for access to services freely available trough communication networks are defined in Special Clause 17  EC financial contribution for access costs will not exceed 20% of operating costs incurred

MarinERA Infrastructure workshop, Ile des Embiez, Feb I3 Instrument : Joint Research Activities Explore new fundamental technologies or techniques underpinning the efficient and joint use of the participating research infrastructures To improve the services provided by the infrastructures (in quality and/or quantity) Forms of activities:  Instrumentation / prototype development  Development of methods, protocols, standards…  Development of software, middleware, algorithm  Database creation, upgrade, curation…  Development and curation of samples

MarinERA Infrastructure workshop, Ile des Embiez, Feb Planning of the I3 calls Call A Published Sep Call B Published Jan Call C Published Jan Targeted: List of topics Targeted: List of topics Targeted: List of topics Only for RI classes needing a bridge with FP8 ~ 160 M€ ~ 100 M€ ~90 M€ I3 Instrument

MarinERA Infrastructure workshop, Ile des Embiez, Feb I3 Instrument Environmental Sciences and Non-nuclear Energy Life Sciences Mathematics, computer-related sciences, data Social sciences and Humanities Physics, astronomy, nuclear and particle physics Analytical facilities and engineering Under discussion : About 80 topics should be proposed within the 3 calls, which would cover RIs new to the programme (~50%) and projects funded in the past (~50%) >>> and about 40 projects would be funded Priority topics for RI’s under the targeted approach

MarinERA Infrastructure workshop, Ile des Embiez, Feb I3 expected size Duration: 4 years max Number of contractors :  Experience shows that a project with more than 20 contractors is difficult to manage  Not all partners need to be contractors EC contribution :  We expect most of the projects to be in the range of 3 to 7 M€ (EC contribution), with (under discussion) :  an upper limit of 10 M€ (EC contribution).  Max M€ admitted for 3 topics/second call : Neutron sources, Laser sources and Synchrotron radiation sources I3 Instrument

MarinERA Infrastructure workshop, Ile des Embiez, Feb Role of ESFRI : RI policy at EU level has no other choice than continuing reinforcing coordination At EU level, At national and regional, At “variable geometry”, At global level… This explains the important role of ESFRI and others… ESFRI European Strategy Forum on Research Infrastructures

MarinERA Infrastructure workshop, Ile des Embiez, Feb Role of ESFRI Set up by the Council in 2002 Mission: To support a coherent and strategy-led approach to policy making on RIs in Europe To facilitate multilateral initiatives leading to a better use and development of RIs It brings together representatives of Ministers of the 27 Member States, of the 9 Associated States, and of the EU Commission ESFRI EuropeanStrategyForum on Research Infrastructures

MarinERA Infrastructure workshop, Ile des Embiez, Feb EURO ARGO Euro-Argo is the European component of the Argo global in situ ocean observatory. The Argo network is a global array of autonomous profiling floats measuring temperature and salinity over the upper 2000 m of the ocean. The data are transmitted in real time by satellite to the Coriolis data centre located in Brest. Together with observations from satellites, in situ data from Argo floats are the main sources of information for scientists involved in climate and ocean research as well as for ocean and climate forecasting centers. The European contribution covers 800 of the 3000 Argo floats. Euro-Argo project is presently in its preparatory phase until mid-2010 to achieve a pan-European process. Euro-Argo is included in the French roadmap for research infrastructures and in the European roadmap ESFRI. Environmental Sciences

MarinERA Infrastructure workshop, Ile des Embiez, Feb EMSO European Multidisciplinary Seafloor Observation : this project aims to deploy deep sea-floor observatories on specific sites offshore European coastline. It will allow long term continuous monitoring of environmental processes related to ecosystem life and evolution, global changes and geo- hazards. EMSO is a key component of GEOSS (Global earth Observation System of Systems). EMSO is presently in its preparatory phase, until March It is included in the French roadmap for research infrastructures and in the European roadmap ESFRI. Environmental Sciences
