 How to Enhance the Credibility of the 2016 Elections

 Since its inception 31 years ago, the National Citizens’ Movement for Free Election (NAMFREL), a world pioneer in citizens-led election monitoring, has never wavered in its mission to help ensure the integrity of our elections through unified and concerted efforts by its volunteers and supporters.

In The Past Two Elections NAMFREL was able to Report “reverse vote-buying” Discover discrepancies in the number of ballots Discover that there was a programming error in the PCOS machines which resulted in the recall of the 76,400 CF Cards, which could have been mitigated if the Election Management Body had followed Namfrel’s recommendation of a pre-test in 2010

In The Past Two Elections NAMFREL was able to Report the non-transmittal of the results of 9.8% of the precincts during the 2010 elections Provide evidence through a parallel Random Manual Audit (RMA) in 2013 that the PCOS was only 98.86% accurate, as opposed to the % mandated by the law Engage its chapters and partners in a nationwide voter’s and citizenship education program

In The Past Two Elections NAMFREL was able to Prove that there was a non-transmittal of the results from 23% of the PCOS machines in the 2013 polls Identify areas with inaccurate voters list Monitor and report 1,182 machine failures during 2013 Election Day Report a spike in the cases of vote buying, gather direct pieces of evidence, and monitor the persistence of threat and intimidation.
